【摘要】：當(dāng)前,我國正處于社會(huì)轉(zhuǎn)型的特殊時(shí)期,這既是深化發(fā)展的機(jī)遇期,但也是深層次矛盾的凸顯期,群體性事件呈現(xiàn)出頻發(fā)之勢。相關(guān)研究表明,群體性事件的發(fā)生在很大程度上與地方政府信任缺失有關(guān),二者呈現(xiàn)互為因果的關(guān)系。一方面,地方政府信任的缺失在一定條件下引致或誘發(fā)群體性事件;另一方面,群體性事件頻發(fā)并處置不力往往還會(huì)加劇地方政府信任的流失。本文把地方政府信任提升問題置于群體性事件之中進(jìn)行研究,以期得出地方政府信任的提升對(duì)策。本文結(jié)合對(duì)群體性事件典型案例的調(diào)查研究,從政府信任的結(jié)構(gòu)要素即主體(公眾)、客體(政府)、媒介、環(huán)境四個(gè)方面剖析群體性事件中地方政府信任缺失的原因,進(jìn)而通過理論分析歸納出了地方政府信任提升的對(duì)策,即在主體方面,需要提升公眾認(rèn)知、培育公共精神,創(chuàng)造信任條件;在客體方面,需要強(qiáng)化服務(wù)理念、規(guī)范行政行為,塑造信任形象;在媒介方面,需要引導(dǎo)媒體恪守信息傳播責(zé)任,搭建信任橋梁;在環(huán)境方面,需要倡導(dǎo)善治模式、構(gòu)建疏導(dǎo)機(jī)制,營造信任氛圍。
[Abstract]:At present, our country is in the special period of social transformation, which is not only the opportunity period of deepening development, but also the prominent period of deep-level contradiction. Relevant studies show that the occurrence of group events is largely related to the lack of trust in local governments, and the relationship between them is causality. On the one hand, the lack of trust of local government leads to or induces group events under certain conditions; on the other hand, the frequent occurrence of group incidents and inadequate handling often aggravate the loss of trust of local governments. This paper studies the promotion of local government trust in order to find out the countermeasures of local government trust promotion. Based on the investigation and study of typical cases of group events, this paper analyzes the reasons for the absence of trust in local governments from four aspects of the structural elements of government trust, namely, the subject (the public, the object (the government, the media and the environment)). Then through the theoretical analysis, the author concludes the countermeasures of the local government trust promotion, that is, in the subject, it is necessary to enhance public cognition, cultivate public spirit, create trust conditions, in the object, we need to strengthen the concept of service, standardize the administrative behavior. In the aspect of media, we should guide the media to abide by the responsibility of information dissemination and build a bridge of trust. In the aspect of environment, we need to advocate good governance model, construct the mechanism of persuasion, and build the atmosphere of trust.
