【摘要】：流動人口是中國特色的戶籍制度下,對離開戶籍所在地到其他地方居住的人口的一種稱謂。改革開放以來隨著我國城市經濟的迅速發(fā)展,越來越多的人口從農村流向城市,由經濟欠發(fā)達地區(qū)流向經濟發(fā)達地區(qū),由中西部地區(qū)流向東部沿海地區(qū)。 福建省是我國最早實行改革開放的省份之一,該省許多沿海城市也是我國經濟較發(fā)達的地方,因此也吸引了許多來自各地的流動人口。這些外來的流動人口成為福建省經濟建設中的一支重要力量,但是由于管理不夠到位,法律不夠健全,人力資源配置不當等各種原因,流動人口也給福建省的經濟和社會發(fā)展帶來許多問題。本文針對以上情況,對福建省農民工流動的管理問題進行了研究。首先,本文分析了當前加強農民工流動管理的背景和意義,并對當前關于流動人口管理的相關的研究進行一個總結。其次,對福建省流動人口的現狀進行了概況,并分析了流動人口對福建省經濟和社會的影響,以及福建省流動人口及其管理面臨的主要問題分析。第三,本研究通過分析流動人口占大多數的深圳市關于流動人口管理的成功經驗,提煉出了一些關于加強流動人口管理的啟示。在以上的研究基礎上,本研究最后提出了加強福建省流動人口管理的相關建議。
[Abstract]:The floating population is a kind of appellation of the population who leave the domicile and live elsewhere under the household registration system with Chinese characteristics. Since the reform and opening up, with the rapid development of urban economy in China, more and more people flow from rural areas to cities, from underdeveloped areas to economically developed areas, from the central and western regions to the eastern coastal areas. Fujian Province is one of the earliest provinces in China to carry out reform and opening up. Many coastal cities in Fujian Province are also more developed places in our country, so they also attract a lot of floating population from all over the country. These migrants have become an important force in the economic construction of Fujian Province, but due to inadequate management, inadequate laws, improper allocation of human resources, and so on, Floating population also brings many problems to the economic and social development of Fujian Province. In view of the above situation, this paper studies the management of migrant workers' mobility in Fujian Province. Firstly, this paper analyzes the background and significance of strengthening migrant workers' floating management, and summarizes the current research on floating population management. Secondly, the current situation of floating population in Fujian Province is summarized, and the impact of floating population on economy and society of Fujian Province is analyzed, as well as the main problems faced by floating population and its management in Fujian Province. Thirdly, by analyzing the successful experience of floating population management in Shenzhen, which accounts for the majority of floating population, this study abstracts some enlightenment on how to strengthen the management of floating population. On the basis of the above research, the paper puts forward some suggestions to strengthen the management of floating population in Fujian Province.
