【摘要】：21世紀以來,中國戶籍制度改革的新進展,大大推動和加快了城鎮(zhèn)化的歷史進程,也暴露出了在消解城鄉(xiāng)二元社會中的一些深層次的問題,需要在統(tǒng)籌城鄉(xiāng)發(fā)展中繼續(xù)深化改革。這是一個整體推進、城鄉(xiāng)聯(lián)動、逐步剝離附著利益的配套改革過程,當前需要解決的問題有:動員全社會參與,加強有關戶籍法的制度建設;通過農(nóng)民工權益的保障,推進民主權利意識和平等意識的文化建設;通過建立城鄉(xiāng)一元的戶籍管理體系,培育城鄉(xiāng)一體的勞動力市場;充分利用各城市的門檻機制,促進人口合理流動;以土地制度的創(chuàng)新,推動覆蓋城鄉(xiāng)的社會保障體系;以新農(nóng)村建設為契機,大力推進縣級城鎮(zhèn)的建設,奠定中國城鎮(zhèn)化體系的基礎。
[Abstract]:Since the 21st century, the new progress in the reform of China's household registration system has greatly promoted and accelerated the historical process of urbanization, and exposed some deep-seated problems in eliminating the dual society between urban and rural areas. We need to continue to deepen reform in the process of urban and rural development as a whole. This is a complete reform process of promoting the integration of urban and rural areas and gradually stripping away the attached interests. At present, the problems that need to be solved are: mobilizing the whole society to participate, strengthening the system construction of the relevant household registration law, and protecting the rights and interests of migrant workers through the protection of the rights and interests of migrant workers. To promote the cultural construction of democratic right consciousness and equal consciousness; to foster the labor market integrated with urban and rural areas through the establishment of a unified household registration management system in urban and rural areas; to make full use of the threshold mechanism of each city to promote the rational flow of population; With the innovation of land system, the social security system covering urban and rural areas is promoted, and the construction of county-level cities and towns is vigorously promoted at the turning point of new rural construction to lay the foundation of China's urbanization system.
