【摘要】: 當(dāng)前公安工作中,警力資源的概念正被提到越來(lái)越重要的地位和高度。但長(zhǎng)期以來(lái),受管理體制、勤務(wù)模式、用警理念等多種主客觀因素的影響,公安機(jī)關(guān)不計(jì)成本粗放用警,警力閑置虛耗、過(guò)度使用的現(xiàn)象還較為普遍。在當(dāng)前社會(huì)治安形勢(shì)日趨嚴(yán)峻復(fù)雜,公安職能任務(wù)不斷增加,而公安行政編制相對(duì)緊缺的客觀形勢(shì)下,警力使用效能不高已成為上海公安隊(duì)伍建設(shè)面臨的一個(gè)緊迫性的瓶頸問(wèn)題。特別是伴隨國(guó)內(nèi)改革開(kāi)放和市場(chǎng)經(jīng)濟(jì)的進(jìn)一步發(fā)展,社會(huì)治安形勢(shì)日趨嚴(yán)峻,公安工作面臨更大的機(jī)遇和挑戰(zhàn),任務(wù)的加重面對(duì)的卻是大規(guī)模增加警力編制、根本改善警用裝備的幾無(wú)可能,在此情況下,探索和尋求警力資源使用效能的最大化成為唯一的選擇。為進(jìn)一步加強(qiáng)和改進(jìn)新時(shí)期新形勢(shì)下的警力資源管理工作,防止警力資源的減少和浪費(fèi),提高使用效率,積極促進(jìn)公安隊(duì)伍全面、協(xié)調(diào)、可持續(xù)發(fā)展,積極探索建立公安各部門(mén)的警力使用效能評(píng)估機(jī)制,成為當(dāng)前公安人力資源管理中最前沿的攻關(guān)課題之一。基于此,作者對(duì)警力使用效能評(píng)估機(jī)制進(jìn)行探索和研究,期望在此領(lǐng)域做出自己的貢獻(xiàn)。 本文首先界定了警力資源本質(zhì)是一種公共部門(mén)的人力資源,認(rèn)為對(duì)警力資源使用效能評(píng)估必須建立在公共部門(mén)人力資源開(kāi)發(fā)與管理的理論基礎(chǔ)上,為警力資源使用效能尋找到相應(yīng)的理論依據(jù)。其次,從警力資源及評(píng)估機(jī)制概念入手,分析警力資源的性質(zhì)特點(diǎn)以及建立評(píng)估機(jī)制的基本原則和作用。然后通過(guò)對(duì)上海市某分局派出所警力使用現(xiàn)狀的實(shí)證分析,以調(diào)查問(wèn)卷、走訪座談等形式,掌握阻礙公安工作警力使用效能的因素以及派出所警力使用效能中存在的突出問(wèn)題。在此基礎(chǔ)上,運(yùn)用多屬性效用理論、人力資源指數(shù)等人力資源管理工具,設(shè)計(jì)采用要素評(píng)估法和問(wèn)卷評(píng)估法(警力資源效能指數(shù)量表)相結(jié)合的方式,建立一套對(duì)派出所警力使用效能的科學(xué)的評(píng)估體系和配套制度,切實(shí)采取有針對(duì)性的方法和措施,對(duì)警力資源進(jìn)行合理開(kāi)發(fā)和利用,有效提高警力使用效能,推進(jìn)警力無(wú)增長(zhǎng)改善,從而提高工作效率,以有效地應(yīng)對(duì)新形勢(shì)下公安工作的挑戰(zhàn)。
[Abstract]:In the current public security work, the concept of police resources is being raised to a more and more important position and height. But for a long time, under the influence of many subjective and objective factors, such as management system, service mode, police idea and so on, the public security organs use police officers extensively regardless of cost, and the phenomenon of idle and wasted police force is still relatively common. At present, the social security situation is becoming increasingly severe and complex, the tasks of public security functions are constantly increasing, and the administrative establishment of public security is relatively short of objective situation. The low efficiency of police force has become an urgent bottleneck in the construction of Shanghai Public Security team. In particular, with the further development of the domestic reform, opening up and market economy, the social security situation is becoming increasingly grim. The public security work is facing greater opportunities and challenges, while the aggravating tasks are faced with a large-scale increase in the strength of the police force. It is almost impossible to improve the police equipment fundamentally. In this case, it is the only choice to explore and seek the maximization of the police resource efficiency. In order to further strengthen and improve the management of police resources in the new period and new situation, prevent the reduction and waste of police resources, improve the efficiency of use, and actively promote the comprehensive, coordinated and sustainable development of the police force, It has become one of the most advanced problems in the management of human resources of public security to actively explore and establish the evaluation mechanism of police force efficiency in various public security departments. Based on this, the author explores and studies the mechanism of police effectiveness evaluation and expects to make his own contribution in this field. This paper first defines the nature of police resources as a kind of human resources in public sector, and holds that the evaluation of the effectiveness of the use of police resources must be based on the theory of the development and management of human resources in the public sector. To find the corresponding theoretical basis for the use of police resources efficiency. Secondly, starting with the concept of police resources and evaluation mechanism, this paper analyzes the nature and characteristics of police resources and the basic principles and functions of establishing evaluation mechanism. Then through the empirical analysis of the current situation of police force use in a police station of a police station in Shanghai, in the form of questionnaire and interview, the author grasps the factors hindering the police force efficiency of public security work and the outstanding problems existing in the use efficiency of police force in police station. On this basis, using the multi-attribute utility theory, human resources index and other human resources management tools, this paper designs a combination of factor evaluation method and questionnaire evaluation method (Police Resource efficiency Index scale). To establish a set of scientific evaluation system and supporting system for the police force efficiency of police stations, to adopt effective methods and measures, to develop and utilize police force resources rationally, and to effectively improve the use efficiency of police forces. In order to effectively meet the challenge of public security work under the new situation, the police force should be promoted to improve its working efficiency.
