【摘要】： 自1829年現(xiàn)代警務(wù)制度創(chuàng)立以來(lái),隨著社會(huì)文化的進(jìn)步和科學(xué)技術(shù)的發(fā)展,警務(wù)執(zhí)法部門在不斷加強(qiáng)、健全自身的建設(shè),力求通過(guò)警務(wù)管理工作的改革和創(chuàng)新,以推動(dòng)警務(wù)運(yùn)作體制和機(jī)制的完善,更好地履行法律賦予的職責(zé),更好地保護(hù)社會(huì)民眾的利益,維護(hù)社會(huì)穩(wěn)定和秩序良好。在現(xiàn)代警務(wù)制度近兩百年的發(fā)展歷程中,在歷經(jīng)職業(yè)化、專業(yè)化、現(xiàn)代化、社會(huì)化等一系列警務(wù)改革后,20世紀(jì)80年代以來(lái),歐美國(guó)家政府行政改革運(yùn)動(dòng)中所倡導(dǎo)的新公共管理(new publicmanagement)逐漸成為西方國(guó)家執(zhí)法部門促進(jìn)警務(wù)改革的新動(dòng)力和新手段。通過(guò)將美國(guó)紐約警察局實(shí)施的警務(wù)改革作為對(duì)象進(jìn)行探析,力求歸理出促其有效開(kāi)展的內(nèi)在要素,并就吸收借鑒其有益經(jīng)驗(yàn),進(jìn)一步推動(dòng)上海的警務(wù)改革工作進(jìn)行理論上的探討。
[Abstract]:Since the establishment of the modern police service system in 1829, with the progress of social culture and the development of science and technology, the police law enforcement departments are constantly strengthening and improving their own construction, and strive to reform and innovate through the police management work. In order to promote the perfection of the police operation system and mechanism, better perform the duty entrusted by law, better protect the interests of the public, maintain social stability and good order. In the course of the development of modern police service system in the past two hundred years, after a series of police service reform, such as professionalization, specialization, modernization, socialization and so on, since the 1980s, The new public management advocated by the governments of Europe and the United States has gradually become a new motive force and new means for the law enforcement departments in western countries to promote the police reform. Through the analysis of the police reform carried out by the New York Police Department of the United States, the author tries to find out the internal elements to promote its effective development, and to absorb and learn from its beneficial experience. Further promote Shanghai's police reform work to carry on the theoretical discussion.
