【摘要】： 我國經(jīng)濟發(fā)展的不平衡帶來一系列的社會問題,如貧富差距加大、部分地區(qū)失業(yè)率居高不下、社會保障體系建設滯后、人口流動性增大、社會防范管理控制機制弱化等,使得社會治安形勢嚴峻。因此,公安機關維護社會穩(wěn)定、保障人民生命財產(chǎn)安全的任務更加艱巨繁重。然而公安經(jīng)費保障不足、體制不順的問題仍然很突出。本文針對湖南省公安經(jīng)費保障問題,研究新形勢下公安經(jīng)費保障體制改革與政策措施,具有重要的理論和現(xiàn)實意義。 本文首先介紹了研究背景,分析了公安機關面臨的國內(nèi)、國際形勢,提出了研究的目的,對國內(nèi)外的研究現(xiàn)狀進行了綜述,闡明了研究的思路和研究意義。 其次,本文分析了湖南公安經(jīng)費保障的具體數(shù)據(jù),并將湖南公安經(jīng)費的保障現(xiàn)狀與相鄰省份進行比較,與國內(nèi)平均水平進行比較,對省內(nèi)地區(qū)之間進行了比較,由此分析了湖南公安經(jīng)費保障面臨的問題。 接著,本文通過對國內(nèi)公安經(jīng)費保障模式演變的論述,及對國外警察經(jīng)費保障的闡述,提出解決現(xiàn)行經(jīng)費保障體制存在的問題可以借鑒的做法。同時從體制上、政策上及公安機關自身工作性質(zhì)上分析了對公安經(jīng)費保障的約束,認為現(xiàn)有公安經(jīng)費保障體制改革確實必要,并明確了改革的原則。 最后,在前文論述的基礎上,考慮現(xiàn)有的政治、經(jīng)濟和體制條件,結(jié)合司法保障體制改革的總體要求和湖南省的實際,本文有針對性地提出了改革公安經(jīng)費保障體制的具體措施與政策建議,為司法保障體制改革在湖南的順利實施提出了具體的操作性意見。
[Abstract]:The imbalance of our country's economic development has brought a series of social problems, such as the widening gap between the rich and the poor, the high unemployment rate in some areas, the lag in the construction of social security system, the increase of population mobility, the weakening of social preventive management and control mechanism, etc. Make the social security situation grim. Therefore, the task of maintaining social stability and ensuring the safety of people's life and property is more arduous. However, the public security funds are not enough, the system is still very prominent. This article aims at the question of Hunan Province public security funds guarantee, studies the public security funds guarantee system reform and the policy measure under the new situation, has the important theory and the practical significance. This paper first introduces the research background, analyzes the domestic and international situation faced by the public security organs, puts forward the purpose of the research, summarizes the current research situation at home and abroad, and clarifies the ideas and significance of the research. Secondly, this paper analyzes the specific data of Hunan public security funds, and compares the current situation of Hunan public security funds with the neighboring provinces, and compares with the domestic average level, and makes a comparison between the provinces and regions. Therefore, the paper analyzes the problems faced by Hunan public security funds. Then, through the discussion of the evolution of the domestic public security funds guarantee mode and the elaboration of the foreign police funds guarantee, this paper puts forward some methods that can be used for reference to solve the problems existing in the current funds guarantee system. At the same time, from the system, the policy and the nature of the work of the public security organs, this paper analyzes the constraints on the public security funds guarantee, thinks that the reform of the existing public security funds guarantee system is really necessary, and clarifies the principles of the reform. Finally, on the basis of the foregoing, considering the existing political, economic and institutional conditions, combining the overall requirements of the reform of the judicial security system and the reality of Hunan Province, This paper puts forward the concrete measures and policy suggestions for reforming the system of public security funds, and puts forward some practical suggestions for the smooth implementation of the reform of the judicial security system in Hunan Province.
