【摘要】：基于政策網(wǎng)絡(luò)的視角,分析江蘇啟東事件中各政策網(wǎng)絡(luò)主體的立場、策略、互動關(guān)系及其治理思路。在議題形成期,府際網(wǎng)絡(luò)是政策網(wǎng)絡(luò)的中心點(diǎn),與生產(chǎn)者網(wǎng)絡(luò)互動頻繁,與議題網(wǎng)絡(luò)互動較少;在沖突對抗和溝通對話期,議題網(wǎng)絡(luò)是政策網(wǎng)絡(luò)的中心點(diǎn),與府際網(wǎng)絡(luò)互動頻繁,生產(chǎn)者網(wǎng)絡(luò)被邊緣化;專業(yè)網(wǎng)絡(luò)代表科學(xué),但容易內(nèi)部分化。因此,環(huán)境群體性事件的治理,需專注于議題網(wǎng)絡(luò)與專業(yè)網(wǎng)絡(luò)的支持,嚴(yán)格考評生產(chǎn)者網(wǎng)絡(luò),并完善信息披露制度、重塑社會信任、強(qiáng)化法治建設(shè)。
[Abstract]:Based on the perspective of policy network, this paper analyzes the positions, strategies, interactive relations and governance ideas of various policy network subjects in Qidong incident in Jiangsu Province. In the period of issue formation, the inter-governmental network is the central point of the policy network, the interaction with the producer network is frequent, and the interaction with the topic network is less; during the period of conflict confrontation and communication, the issue network is the central point of the policy network. The producer network is marginalized, and the professional network represents science, but it is easy to divide internally. Therefore, the governance of environmental group events should focus on the support of topic network and professional network, strictly evaluate producer network, perfect information disclosure system, rebuild social trust and strengthen the construction of rule of law.
