【摘要】：犯罪率在實踐中具有不同的概念結(jié)構(gòu)與表現(xiàn)形式,但社會科學(xué)界將犯罪率作為一種不言自明的統(tǒng)一概念隨意使用,而忽視了因犯罪率的概念結(jié)構(gòu)不同所導(dǎo)致的表現(xiàn)形式和價值差異。人犯率、發(fā)案率及被害率作為實踐中通常采用的犯罪率的三種表現(xiàn)形式,各有其優(yōu)點和不足。犯罪率在不同時代應(yīng)有不同內(nèi)涵和不同的表現(xiàn)形式。采用被害率的形式,能夠克服人犯率、發(fā)案率在數(shù)據(jù)體系化與信息量方面的不足,準確反映社會治安狀況,體現(xiàn)以人為本的價值觀。深入分析犯罪率的概念結(jié)構(gòu)和表現(xiàn)形式,不僅有助于社會科學(xué)界深化對犯罪率的結(jié)構(gòu)和功能的理解,而且有利于通過機制變化助推國家治理能力和治理體系的現(xiàn)代化。
[Abstract]:The crime rate has different conceptual structures and manifestations in practice, but the social science circles use crime rate as a self-evident and unified concept at will.It ignores the differences in forms and values caused by the conceptual structure of crime rate.As three forms of crime rate, crime rate, crime rate and victimization rate, each of them has its own advantages and disadvantages.Crime rate in different times should have different connotations and different forms of expression.Adopting the form of victimization rate can overcome the deficiency of crime rate and crime rate in the aspect of data systematization and information quantity, accurately reflect the social security situation and embody the value of people-oriented.The deep analysis of the conceptual structure and manifestation of crime rate is not only helpful to deepen the understanding of the structure and function of crime rate in the social science circles, but also to promote the modernization of national governance ability and governance system through the change of mechanism.
