【摘要】：公安機(jī)關(guān)是構(gòu)建和諧社會(huì)的關(guān)鍵力量,構(gòu)建和諧的警民關(guān)系是公安工作的目標(biāo)和落腳點(diǎn)。當(dāng)前,我國正處于改革發(fā)展的機(jī)遇期、社會(huì)矛盾的凸顯期,維護(hù)社會(huì)穩(wěn)定的任務(wù)十分艱巨,警民關(guān)系建設(shè)面臨的挑戰(zhàn)也因此逐漸增大。在這樣的背景下,對(duì)和諧警民關(guān)系構(gòu)建對(duì)策的探討和研究,有利于增強(qiáng)公安機(jī)關(guān)的凝聚力、戰(zhàn)斗力和維護(hù)社會(huì)穩(wěn)定的能力,提高人民群眾對(duì)公安工作的信任度和滿意度,增強(qiáng)人民群眾投身社會(huì)治安管理的積極性,警力結(jié)合民力從而更好地實(shí)現(xiàn)社會(huì)的長治久安。因此,當(dāng)前加強(qiáng)警民關(guān)系建設(shè)是加強(qiáng)公安工作、促進(jìn)社會(huì)和諧的一項(xiàng)具有長遠(yuǎn)意義的重要課題。近年來,呼和浩特市公安局堅(jiān)持轉(zhuǎn)變思路,創(chuàng)新方法,為了推進(jìn)和諧警民關(guān)系建設(shè),在維護(hù)社會(huì)政治穩(wěn)定、打擊違法犯罪、服務(wù)群眾等方面實(shí)施了一系列舉措,提升了人民群眾的安全感和滿意度,在群眾心目中樹立了人民警察的良好形象,但是在和諧警民關(guān)系建設(shè)取得良好成效的同時(shí),某些負(fù)能量依然存在,比如少數(shù)民警執(zhí)法不公、執(zhí)法不嚴(yán)和侵害公民權(quán)益的問題嚴(yán)重影響了人民群眾對(duì)公安機(jī)關(guān)的信任度,在一定程度上影響了和諧警民關(guān)系的構(gòu)建。為了進(jìn)一步拓寬警民溝通的渠道,提升公安機(jī)關(guān)執(zhí)法公信力和輿論引導(dǎo)能力,加強(qiáng)和諧警民關(guān)系建設(shè),推動(dòng)公安工作的創(chuàng)新發(fā)展,本文借鑒國內(nèi)外研究的成果,結(jié)合呼和浩特市公安局的實(shí)際工作情況,采用調(diào)查研究、理論應(yīng)用的方法,首先對(duì)警民關(guān)系與和諧警民關(guān)系進(jìn)行了全面的概述,包括警民關(guān)系的概念、內(nèi)涵和屬性以及和諧警民關(guān)系的要素、特征,提出了當(dāng)前構(gòu)建和諧警民關(guān)系的重要意義。通過對(duì)呼和浩特市警民關(guān)系現(xiàn)狀進(jìn)行調(diào)查和分析,對(duì)影響和制約警民關(guān)系的有利的和不利的因素進(jìn)行了深刻剖析,重點(diǎn)對(duì)呼和浩特市如何構(gòu)建和諧警民關(guān)系提出了相關(guān)的對(duì)策,以期為各級(jí)公安機(jī)關(guān)構(gòu)建和諧警民關(guān)系提供參考。
[Abstract]:The public security organ is the key force to construct the harmonious society, and constructing the harmonious relationship between the police and the people is the goal and the foothold of the public security work.At present, our country is in the opportunity period of reform and development, the social contradiction is prominent, the task of maintaining social stability is very arduous, and the challenge to the construction of the relationship between the police and the people is increasing gradually.Against this background, the discussion and study of the countermeasures for building a harmonious relationship between the police and the people is conducive to enhancing the cohesion of the public security organs, fighting capacity and the ability to maintain social stability, and improving the people's confidence and satisfaction with the work of public security.Strengthen the enthusiasm of the people to join in the management of public security, and combine the police force with the people's strength to realize the long-term stability of the society.Therefore, strengthening the relationship between the police and the people is an important issue of long-term significance in strengthening the public security work and promoting social harmony.In recent years, the Hohhot City Public Security Bureau has persisted in changing its thinking and innovating its methods. In order to promote the construction of harmonious relations between the police and the people, it has implemented a series of measures in maintaining social and political stability, cracking down on illegal crimes, and serving the masses.It has enhanced the people's sense of security and satisfaction, and set up a good image of the people's police in the minds of the masses. But while the building of harmonious relations between the police and the people has achieved good results, some negative energies still exist, such as the unfair administration of justice by a small number of police officers.The lax enforcement of the law and the infringement of citizens' rights and interests have seriously affected the people's trust in the public security organs, and to a certain extent have affected the construction of a harmonious relationship between the police and the people.In order to further broaden the channels of communication between the police and the public, enhance the public security organs' credibility of law enforcement and the ability of public opinion guidance, strengthen the construction of harmonious relationship between the police and the public, and promote the innovation and development of the public security work, this paper draws lessons from the research results at home andCombined with the actual working situation of the Public Security Bureau of Hohhot, this paper, by means of investigation and theoretical application, gives a comprehensive overview of the relationship between the police and the public and the harmonious relationship between the police and the public, including the concept of the relationship between the police and the public.The connotation and attribute, the elements and characteristics of the harmonious relationship between the police and the people, and the significance of constructing the harmonious relationship between the police and the people are put forward.Based on the investigation and analysis of the present situation of the relationship between the police and the people in Hohhot, this paper makes a deep analysis of the favorable and unfavorable factors affecting and restricting the relationship between the police and the people, and puts forward some relevant countermeasures on how to build a harmonious relationship between the police and the people in Hohhot.In order to provide a reference for the public security organs at all levels to build a harmonious relationship between the police and the public.
