【摘要】： 消防安全服務(wù)作為公共服務(wù)的一個(gè)重要內(nèi)容,對(duì)人類(lèi)的生產(chǎn)生活和經(jīng)濟(jì)社會(huì)發(fā)展影響深遠(yuǎn)。隨著工業(yè)化、信息化、城市化進(jìn)程的加快,經(jīng)濟(jì)社會(huì)的快速發(fā)展和社會(huì)公眾對(duì)消防安全服務(wù)需求的增加,傳統(tǒng)的與非傳統(tǒng)消防安全問(wèn)題相互交織,相互影響,消防安全服務(wù)問(wèn)題越來(lái)越突出,因此,不斷強(qiáng)化消防安全服務(wù)意識(shí),提供優(yōu)質(zhì)有效的消防安全服務(wù)成為當(dāng)務(wù)之急。 本文以提高廣東省消防安全服務(wù)水平為宗旨,運(yùn)用公共物品理論和多中心治理理論,全面分析了消防安全服務(wù)中存在的突出問(wèn)題,諸如傳統(tǒng)的由政府壟斷消防安全服務(wù)供給能力嚴(yán)重不足、政府各相關(guān)職能部門(mén)履職不到位、公共消防基礎(chǔ)設(shè)施滯后、消防法律法規(guī)制度不健全、社會(huì)各界參與消防安全服務(wù)遠(yuǎn)遠(yuǎn)不夠等問(wèn)題,提出了改進(jìn)和完善消防安全服務(wù)的思路與對(duì)策,這對(duì)于推進(jìn)消防事業(yè)的長(zhǎng)足發(fā)展,加強(qiáng)全社會(huì)的消防安全意識(shí),確保全社會(huì)的安定團(tuán)結(jié)具有重要意義。 論文提出,按照“政府統(tǒng)一領(lǐng)導(dǎo)、部門(mén)依法監(jiān)管、單位全面負(fù)責(zé)、群眾積極參與”的方針,構(gòu)建政府、市場(chǎng)、社會(huì)三維框架下的多元共治模式來(lái)協(xié)調(diào)推動(dòng)消防安全工作,才能使消防安全服務(wù)事業(yè)健康、持續(xù)發(fā)展的思路,這對(duì)解決我國(guó)其它地方消防安全服務(wù)工作中存在的問(wèn)題,提供了一個(gè)新的視角和方向,具有積極的啟迪作用和參考價(jià)值。
[Abstract]:As an important part of public service, fire safety service has far-reaching influence on human production and life and economic and social development.With the acceleration of industrialization, informatization and urbanization, the rapid development of economy and society and the increase of public demand for fire safety services, traditional and non-traditional fire safety problems interweave and affect each other.The problem of fire safety service is more and more prominent. Therefore, it is urgent to strengthen the consciousness of fire safety service and provide high quality and effective fire safety service.In order to improve the level of fire safety service in Guangdong Province, this paper analyzes the outstanding problems in fire safety service by using the theory of public goods and the theory of multi-center governance.For example, the traditional monopoly by the government on the supply of fire safety services is seriously inadequate, the relevant functional departments of the government are not in place, the public fire protection infrastructure is lagging behind, and the fire protection laws and regulations are not perfect.This paper puts forward some ideas and countermeasures to improve and perfect the fire safety service, which will promote the rapid development of the fire protection cause and strengthen the fire safety consciousness of the whole society.It is important to ensure the stability and unity of the whole society.According to the policy of "unified leadership of government, supervision by departments according to law, full responsibility of units and active participation of the masses", the paper proposes to build a multi-dimensional co-governance model under the three-dimensional framework of government, market and society to coordinate and promote fire safety work.Only in order to make the fire safety service cause healthy and sustainable development can it provide a new angle of view and direction to solve the problems existing in the fire safety service in other places of our country and have positive enlightening effect and reference value.
