【摘要】：口岸作為國(guó)家對(duì)外開(kāi)放的標(biāo)志和國(guó)家主權(quán)的象征,口岸管理機(jī)構(gòu)代表國(guó)家對(duì)進(jìn)出境運(yùn)輸工具及其服務(wù)人員、進(jìn)出境貨物、物品、進(jìn)出境旅客行使監(jiān)督管理職能,維護(hù)國(guó)家主權(quán)和安全。本文以口岸管理體制的改革創(chuàng)新為視角,通過(guò)中外口岸管理比較來(lái)發(fā)現(xiàn)我國(guó)現(xiàn)存口岸管理體制的問(wèn)題,并以此為契機(jī)提出本文作者對(duì)口岸管理創(chuàng)新的一些建議意見(jiàn),以供參考。在本文第一部分,筆者主要從研究口岸管理的意義展開(kāi)討論。筆者再通過(guò)現(xiàn)存口岸背景及研究的意義出發(fā)來(lái)引出筆者為什么選擇我國(guó)口岸管理模式及其改革研究這一主題。在本文第二部分,筆者以中外不同口岸管理模式為視角來(lái)探討,并通過(guò)比較來(lái)發(fā)現(xiàn)我國(guó)現(xiàn)存口岸管理的問(wèn)題,探討如何形成了比較完善的口岸管理體系,在提高口岸通關(guān)效率方面發(fā)揮了重要作用,成為經(jīng)濟(jì)和社會(huì)工作中重要的政策支柱。在本文第三部分,筆者重點(diǎn)介紹我國(guó)口岸管理模式及存在的問(wèn)題。并以此為鑒來(lái)發(fā)現(xiàn)我國(guó)現(xiàn)存口岸管理體制存在的缺陷,引出我國(guó)口岸管理改革的必要性和迫切性。在本文第四部分,筆者在中外口岸管理模式的對(duì)比及我國(guó)口岸管理模式問(wèn)題的分析的前提下,引出本文作者對(duì)我國(guó)口岸管理模式改革創(chuàng)新的一些看法。
[Abstract]:As a symbol of the state's opening to the outside world and a symbol of state sovereignty, port management agencies exercise supervisory and administrative functions on behalf of the State over inward and outward means of transport and their service personnel, inward and outward goods, articles, and inbound and outbound passengers.To safeguard national sovereignty and security.From the perspective of the reform and innovation of port management system, this paper finds out the problems of our existing port management system through the comparison of port management between China and foreign countries, and takes this opportunity to put forward some suggestions on port management innovation for reference.In the first part of this paper, the author mainly discusses the significance of port management.Through the background of the existing port and the significance of the research, the author leads to why the author chose the port management mode and its reform research.In the second part of this paper, the author discusses the problems of port management in China from the perspective of different port management modes at home and abroad, and discusses how to form a more perfect port management system.It plays an important role in improving the efficiency of customs clearance and becomes an important policy pillar in economic and social work.In the third part of this paper, the author focuses on the port management model and existing problems.From this point of view, the defects of the existing port management system in China are found, and the necessity and urgency of port management reform in our country are elicited.In the fourth part, on the premise of the comparison of port management mode between China and foreign countries and the analysis of port management mode in China, the author has some opinions on the reform and innovation of port management mode in China.
