【摘要】： 在當(dāng)今世界范圍內(nèi),青少年犯罪已經(jīng)與毒品泛濫和環(huán)境污染成為人類面臨的三大公害。青少年犯罪問(wèn)題已引起世界各國(guó)和社會(huì)各界的廣泛重視,學(xué)者們對(duì)此進(jìn)行了廣泛的調(diào)查研究和多方面的資料統(tǒng)計(jì),從各個(gè)領(lǐng)域來(lái)分析和尋找原因,并著手研究和采取各種對(duì)策。 但是,目前學(xué)者們對(duì)西方歐美發(fā)達(dá)國(guó)家和日本關(guān)于青少年犯罪的比較研究比較多,對(duì)俄羅斯的立法狀況及青少年犯罪研究關(guān)注的卻不是很多。實(shí)際上,由于歷史的原因,我國(guó)與俄羅斯有著非常相似的過(guò)去和密切的關(guān)系,兩國(guó)之間有比西方國(guó)家更多的可以借鑒的經(jīng)驗(yàn)和教訓(xùn),包括法學(xué)領(lǐng)域。特別是在當(dāng)前形勢(shì)下,中俄兩國(guó)都處于社會(huì)的轉(zhuǎn)型時(shí)期,在新舊體制交替的社會(huì)大變革、大前進(jìn)中,必然伴隨著社會(huì)的震蕩,在新體制,新的價(jià)值觀念建立和形成過(guò)程中,必然會(huì)出現(xiàn)一些社會(huì)問(wèn)題,導(dǎo)致青少年違法犯罪的增多。 本文通過(guò)對(duì)中國(guó)和俄羅斯青少年犯罪情況進(jìn)行介紹和比較,在比較中分析兩國(guó)在青少年犯罪特點(diǎn)和犯罪原因方面存在的差異,借鑒俄羅斯對(duì)青少年犯罪問(wèn)題處理的經(jīng)驗(yàn)和教訓(xùn)。希望通過(guò)本文對(duì)完善我國(guó)對(duì)青少年犯罪的控制和預(yù)防、降低青少年犯罪率、實(shí)現(xiàn)社會(huì)的和諧穩(wěn)定有所裨益。
[Abstract]:In the world of today ' s world , juvenile delinquency has become the three major public hazards faced by mankind . The problem of juvenile delinquency has attracted extensive attention from all walks of life and society in the world . Scholars have carried out extensive investigation and research and multi - faceted data statistics , analyzed and looked for the cause from various fields , and started to study and take various countermeasures .



However , scholars have more and more research on juvenile delinquency in Western European and American developed countries and Japan . In fact , because of the historical reasons , our country has very similar past and close relationship with Russia . In fact , China and Russia have much similar past and close relationship with Russia . In the present situation , China and Russia are in the transition period of society . In the new system , the new value concept is established and formed , some social problems are inevitable , which leads to the increase of juvenile delinquency .



Through the introduction and comparison of the juvenile delinquency situation in China and Russia , this article analyzes the differences between the two countries in the characteristics of juvenile delinquency and the causes of crime , and draws on the experience and lessons from Russia to deal with juvenile delinquency . It is hoped that this paper will help to improve our country ' s control and prevention of juvenile delinquency , reduce juvenile delinquency rate and realize social harmony and stability .
