【摘要】：實有人口管控是一項復(fù)雜的社會系統(tǒng)工程,應(yīng)該由政府牽頭,社會各部門協(xié)同共治方能奏效。當(dāng)前,突出存在管理力量單薄、高危人員管控網(wǎng)不密、科技手段不足、綜治"有形而無神"、缺乏相關(guān)機(jī)制等問題,為此,應(yīng)建立健全多元協(xié)同共治機(jī)制、社會管控及分類管控機(jī)制,動態(tài)管控及目標(biāo)管理責(zé)任機(jī)制,法律法規(guī)保障機(jī)制等,從而切實提升實有人口管控實效。
[Abstract]:Real population control is a complex social system engineering, should be led by the government, social departments can work together.At present, there are some problems such as weak management power, lack of management and control network for high-risk personnel, insufficient scientific and technological means, "visible but devoid", lack of related mechanism, etc. Therefore, it is necessary to establish and improve the mechanism of multi-cooperative co-treatment.Social control and classification control mechanism, dynamic control and objective management responsibility mechanism, laws and regulations protection mechanism, so as to effectively improve the effectiveness of real population control.
