【摘要】：委員會(huì)制是列寧主義政黨實(shí)現(xiàn)民主集中制的組織方式,政法委是委員會(huì)制在政法口的具體表現(xiàn)方式。作為一種議事協(xié)調(diào)機(jī)制,政法委對(duì)分工、分立狀態(tài)下各政法機(jī)關(guān)的意志和行動(dòng)進(jìn)行統(tǒng)籌、綜合。1980年中央政法委恢復(fù)后,這一議事協(xié)調(diào)機(jī)制逐漸確立為單位成員制。其具體的職能體現(xiàn),通過(guò)對(duì)1978年中央政法小組到1980年中央政法委轉(zhuǎn)變的對(duì)比,可獲得清晰的認(rèn)識(shí)。在這一轉(zhuǎn)變中,新成立的中央政法委機(jī)關(guān),是區(qū)別既往的一個(gè)顯著不同。區(qū)分作為議事協(xié)調(diào)機(jī)制的中央政法委和作為其辦事機(jī)構(gòu)的中央政法委機(jī)關(guān),是準(zhǔn)確評(píng)價(jià)這一機(jī)制的前提。
[Abstract]:Committee system is the organization way of Leninist political party to realize democratic centralism.As a kind of coordination mechanism, the political and legal committee co-ordinates the will and action of the political and legal organs under the condition of division of labor and separation. After the restoration of the central political and legal commission in 1980, this mechanism was gradually established as a unit member system.Through the comparison of the transformation from 1978 to 1980, we can get a clear understanding of its specific function.In this transformation, the newly established Central Commission of political Science and Law is a significant difference between the past and the past.It is a prerequisite to evaluate this mechanism accurately by distinguishing the central political and legal committee, which is the coordination mechanism of the procedure, from the central political and legal commission, which acts as its administrative organ.
