【摘要】： 應(yīng)該說,公安機(jī)關(guān)對新聞輿論導(dǎo)向的重要性已經(jīng)有所認(rèn)識并正在實踐。溫州市公安局除原有的宣傳處外于2001年設(shè)立“警方周刊”,作為對外宣傳的主要陣地,市局領(lǐng)導(dǎo)也對此給予了充分重視和大力支持。但在工作過程出現(xiàn)的諸多問題,使得工作成效不盡如人意,在發(fā)生突發(fā)性事件或危機(jī)時難以擔(dān)負(fù)起正面輿論導(dǎo)向的艱巨任務(wù)。如果這些問題找不到解決之道,將嚴(yán)重阻礙公安工作的健康發(fā)展。 本文以公安工作及新聞學(xué)的相關(guān)理論為基礎(chǔ),闡述了構(gòu)建公安工作與新聞媒體良性關(guān)系的重要性及當(dāng)前兩者關(guān)系中存在的問題。在此基礎(chǔ)上,筆者枚舉了當(dāng)前公安工作與新聞媒體之間現(xiàn)行的四種主流機(jī)制,針對其中的弊端和不足作了分析,并就如何更好的構(gòu)建兩者良性關(guān)系提出了自己的認(rèn)識:首先,筆者認(rèn)為應(yīng)該加強(qiáng)溝通,探求最優(yōu)的傳播渠道與契合點;其次,應(yīng)該加強(qiáng)對新聞介入的最佳時間、發(fā)布內(nèi)容尺度及傳播有效性等多個要素的研究,爭取在危機(jī)發(fā)生后避免被動局面并保障公安核心機(jī)密的安全:再次,加強(qiáng)對內(nèi)外有別問題的研究,作好內(nèi)參工作,加強(qiáng)內(nèi)部監(jiān)督;最后,加強(qiáng)對議題設(shè)置的研究,在發(fā)生突發(fā)性事件或引發(fā)危機(jī)時能夠主導(dǎo)輿論,消除對立面。 最后筆者以“警方周刊”為例,將上述觀點以實例的形式進(jìn)行應(yīng)用,進(jìn)一步論證筆者觀點的可行性和可操作性。
[Abstract]:It should be said that the public security organs to the importance of media guidance has been recognized and is in practice.Wenzhou Public Security Bureau set up "Police Weekly" in 2001 in addition to the original propaganda office, as the main position of foreign propaganda, city leaders also gave full attention and strong support to this.However, many problems in the process of work make the results of work unsatisfactory, and it is difficult to shoulder the arduous task of positive public opinion guidance in the event of sudden events or crises.If these problems can not find a solution, will seriously hinder the healthy development of public security work.Based on the relevant theories of public security work and journalism, this paper expounds the importance of constructing a benign relationship between public security work and news media and the problems existing in the present relationship between the two.On this basis, the author enumerates the current four main mechanisms between the public security work and the news media, analyzes the disadvantages and shortcomings, and puts forward his own understanding on how to better construct the benign relationship between the two.The author thinks that we should strengthen communication, explore the best communication channel and the point of convergence. Secondly, we should strengthen the research on the best time of news intervention, the scale of content and the effectiveness of communication, and so on.Strive to avoid the passive situation and safeguard the security of the core secrets of public security after the crisis: thirdly, strengthen the research on the problems of internal and external differences, do a good job of internal reference work and strengthen internal supervision; finally, strengthen the research on the setting of topics.Can dominate public opinion and eliminate opposites when sudden events or crises occur.Finally, taking Police Weekly as an example, the author applies the above views in the form of examples to further demonstrate the feasibility and maneuverability of the author's viewpoint.
