【摘要】：網(wǎng)絡(luò)平臺業(yè)已成為各類主體了解輿情動向、引導(dǎo)輿情走向的重要節(jié)點(diǎn)。高效處置突發(fā)事件的初衷使得網(wǎng)絡(luò)輿情的監(jiān)測、研究和引導(dǎo)越來越受到重視。議程設(shè)置就是管理網(wǎng)絡(luò)輿情的一種高級形式。其主要內(nèi)容就是通過"操控"媒介達(dá)到影響甚至引導(dǎo)人類對于外部環(huán)境的認(rèn)知,在互聯(lián)網(wǎng)"搭建"傳媒"擬態(tài)"環(huán)境的背景下,使人類的認(rèn)知觸角更加習(xí)慣于"網(wǎng)格化"的"虛擬信息發(fā)布平臺"�；诖�,新認(rèn)知環(huán)境下的公安工作更應(yīng)當(dāng)順應(yīng)時(shí)代軟環(huán)境的衍變,開啟一種基于互聯(lián)網(wǎng)認(rèn)知環(huán)境的全新的警務(wù)輿情導(dǎo)向機(jī)制,實(shí)現(xiàn)與普通民眾的溝通與交流,從而更好地了解民意、化解矛盾、掌握"警情世態(tài)",引導(dǎo)好互聯(lián)網(wǎng)"第二認(rèn)知空間"的輿情民意,拓寬互聯(lián)網(wǎng)認(rèn)知環(huán)境下的警務(wù)戰(zhàn)線,變革警務(wù)實(shí)戰(zhàn)運(yùn)作方式,維護(hù)好警察公共形象。
[Abstract]:Network platform has become an important node for all kinds of subjects to understand and guide the trend of public opinion.The original intention of dealing with emergencies efficiently is to pay more and more attention to the monitoring, research and guidance of network public opinion.Agenda setting is an advanced form of managing network public opinion.Its main content is through "manipulating" the medium to reach to influence and even guide the human to the external environment cognition, under the Internet "build" the media "mimic" the environment background,Make human cognitive tentacles more accustomed to "gridding" of the "virtual information publishing platform."Based on this, the public security work under the new cognitive environment should adapt to the evolution of the soft environment of the times, open a new police public opinion guidance mechanism based on the Internet cognitive environment, and realize the communication and communication with the ordinary people.In order to better understand the public opinion, resolve contradictions, master the "state of the world", guide the public opinion of the "second cognitive space" of the Internet, broaden the policing front under the cognitive environment of the Internet, and change the operational mode of the police service in the actual combat.Maintain the public image of the police.
