【摘要】： 隨著世界多極化,經(jīng)濟(jì)全球化,科學(xué)技術(shù)高速的發(fā)展,誘發(fā)了包括跨國犯罪、毒品犯罪、恐怖主義犯罪等一系列新型犯罪活動。面對這種日益嚴(yán)重的國際性犯罪問題,任何一個國家僅依靠本國的執(zhí)法力量,是難以有效地預(yù)防犯罪和打擊犯罪活動,至此推動了各國之間警察機(jī)關(guān)就刑事管轄權(quán)事務(wù)越來越頻繁的合作。區(qū)域警務(wù)合作日益成為各國家之間經(jīng)常采用的一種合作方式而被人們所關(guān)注。 二十世紀(jì)九十年代初,蘇聯(lián)解體,冷戰(zhàn)局面結(jié)束。哈薩克斯坦、吉爾吉斯斯坦、烏茲別克斯坦、土庫曼斯坦、塔吉克斯坦五國先后于1991年宣布獨(dú)立。隨著民族主義浪潮的興起,民族極端主義和分裂主義勢力不斷增強(qiáng),中亞地區(qū)①安全隱患日趨顯露和升級,恐怖活動十分猖獗。1為確保地區(qū)及其周邊地區(qū)的安全與穩(wěn)定以及共同打擊“三股勢力”,2于2001年6月14日在中國上海成立了包括中國、俄羅斯、哈薩克斯坦、吉爾吉斯斯坦、塔吉克斯坦、烏茲別克斯坦六國參加的上海合作組織。3此組織構(gòu)建了中亞地區(qū)多邊安全協(xié)調(diào)機(jī)制,以應(yīng)對恐怖主義、民族分裂勢力以及毒品犯罪的國際化趨勢。上海合作組織框架下的區(qū)域警務(wù)合作機(jī)制已成為中亞地區(qū)安全協(xié)調(diào)機(jī)制的重要組成部分。 本文論述了區(qū)域警務(wù)合作概念的界定,以及上海合作組織框架下區(qū)域警務(wù)合作的啟動、發(fā)展和緊迫性,闡述了上海合作組織框架下警務(wù)合作的法律依據(jù),交流借鑒歐洲聯(lián)盟區(qū)域性警務(wù)合作的模式中最有價值的經(jīng)驗(yàn),對中亞地區(qū)區(qū)域警務(wù)合作提出了完善意見。
[Abstract]:With the multipolarization of the world, economic globalization and the rapid development of science and technology, a series of new criminal activities, including transnational crime, drug crime, terrorist crime and so on, have been induced.In the face of this growing problem of international crime, it is difficult for any country to effectively prevent crime and combat criminal activities by relying solely on its own law enforcement forces,This has promoted more and more frequent cooperation between the police agencies on criminal jurisdiction matters.Regional police cooperation has been paid more and more attention to by many countries.In the early 1990 s, the Soviet Union disintegrated and the Cold War ended.Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan declared their independence in 1991.With the rise of the tide of nationalism, the forces of national extremism and separatism have been continuously strengthened, and the hidden dangers of security in Central Asia have been exposed and escalated day by day.In order to ensure the security and stability of the region and its surrounding areas and to jointly combat the "three forces", on June 14, 2001, in Shanghai, China, China, Russia, Kazakhstan, Kyrgyzstan,The Shanghai Cooperation Organization (SCO), which is a member of the six countries of Tajikistan and Uzbekistan, has set up a multilateral security coordination mechanism in Central Asia to deal with the trend of internationalization of terrorism, ethnic separatist forces and drug crimes.The regional police cooperation mechanism under the framework of Shanghai Cooperation Organization (SCO) has become an important part of the regional security coordination mechanism in Central Asia.This paper discusses the definition of the concept of regional police cooperation, the initiation, development and urgency of regional police cooperation under the framework of the Shanghai Cooperation Organization, and expounds the legal basis of the police cooperation under the framework of the Shanghai Cooperation Organization.The most valuable experience of the regional police cooperation in the European Union is exchanged and suggestions are put forward to improve the regional police cooperation in Central Asia.
