【摘要】：城市交通系統(tǒng)是城市發(fā)展的動(dòng)脈系統(tǒng),為城市經(jīng)濟(jì)的發(fā)展和人們的生活質(zhì)量的提高提供動(dòng)力。然而隨著我國(guó)城市機(jī)動(dòng)化進(jìn)程的加快,大部分城市都相繼出現(xiàn)了交通擁堵,不僅影響人們的日常生活,還給社會(huì)、經(jīng)濟(jì)、環(huán)境帶來(lái)了一系列嚴(yán)重的問(wèn)題。交通擁堵已經(jīng)成為了城市發(fā)展的瓶頸,是政府亟待解決的問(wèn)題。大連是我國(guó)東北地區(qū)重要的交通樞紐,經(jīng)濟(jì)地位的重要性以及地理環(huán)境的復(fù)雜性都對(duì)大連市的交通發(fā)展提出了較高的要求。然而目前大連正面臨著嚴(yán)重的交通擁堵問(wèn)題,對(duì)市民的生活乃至城市的發(fā)展都產(chǎn)生了嚴(yán)重的影響,引起社會(huì)各界的普遍關(guān)注。造成城市交通擁堵的根本原因是城市交通供求不平衡的矛盾,因此文章圍繞這一重點(diǎn)展開(kāi)研究,首先闡述和梳理了城市交通擁堵的相關(guān)概念和理論,以城市交通的準(zhǔn)公共物品屬性作為研究的邏輯起點(diǎn),調(diào)查了大連城市交通擁堵的現(xiàn)狀,分析出大連交通擁堵的原因,并以此為依據(jù)重點(diǎn)分析了大連城市交通供求關(guān)系的主要影響因素及相互關(guān)系的作用機(jī)理,構(gòu)建出城市交通供求關(guān)系的動(dòng)態(tài)平衡模型,由模型計(jì)算出大連城市交通供求關(guān)系現(xiàn)狀及不足,最后提出了相應(yīng)的治理對(duì)策。城市交通系統(tǒng)是一個(gè)復(fù)雜的大系統(tǒng),對(duì)交通擁堵的治理也需要政府、社會(huì)、公眾共同作用,因此文章提倡在交通擁堵的治理過(guò)程中既要積極發(fā)揮政府的主導(dǎo)作用,也要形成政府與其他部門的聯(lián)動(dòng)機(jī)制,充分發(fā)揮各個(gè)部門的作用,最終實(shí)現(xiàn)政府、社會(huì)、市場(chǎng)、交通參與者等多主體對(duì)城市交通擁堵的聯(lián)合治理,力求實(shí)現(xiàn)公共利益最大化、資源利用合理化,解決城市交通擁堵。
[Abstract]:Urban transportation system is the artery system of urban development, which provides power for the development of urban economy and the improvement of people's quality of life.However, with the acceleration of motorization in China, traffic jams have appeared in most cities, which not only affect people's daily life, but also bring a series of serious problems to society, economy and environment.Traffic congestion has become the bottleneck of urban development, which is an urgent problem to be solved by the government.Dalian is an important transportation hub in Northeast China. The importance of economic status and the complexity of geographical environment have put forward higher requirements for the traffic development of Dalian.However, Dalian is facing serious traffic congestion problem, which has a serious impact on the life of citizens and even the development of the city, and has caused widespread concern from all walks of life.The fundamental cause of urban traffic congestion is the contradiction between urban traffic supply and demand imbalance.Taking the attribute of quasi-public goods of urban traffic as the logical starting point, this paper investigates the current situation of urban traffic congestion in Dalian, and analyzes the causes of traffic congestion in Dalian.Based on the analysis of the main influencing factors and the interaction mechanism of the urban traffic supply and demand relationship in Dalian, the dynamic equilibrium model of the urban transportation supply and demand relationship is constructed.The present situation and deficiency of the supply and demand relationship between traffic supply and demand in Dalian are calculated by the model. Finally, the corresponding countermeasures are put forward.Urban traffic system is a complex large system, the governance of traffic congestion also needs the joint role of government, society and the public. Therefore, the article advocates that the government should play a leading role in the process of traffic congestion management.It is also necessary to form a linkage mechanism between the government and other departments, give full play to the role of various departments, and ultimately realize the joint governance of the government, society, market, traffic participants, and other multi-subjects to the urban traffic congestion, and strive to maximize the public interest.Rational use of resources to solve urban traffic congestion.
