【摘要】：隨著我國經(jīng)濟的高速發(fā)展，城市化進程逐步加快，城市交通雖然發(fā)展迅速，卻仍然無法滿足群眾的出行需求，非法營運車輛數(shù)量存在逐漸增多的趨勢，日益突出的非法營運問題損害了城市良好形象，影響了城市交通的良性發(fā)展，造成國家稅收和管理費收入的大量流失，，并對公眾的生命財產(chǎn)安全有巨大危害。 菏澤市非法營運車輛的日益增多，嚴重擾亂了正常的客運市場秩序，危及社會安全與穩(wěn)定。菏澤市政府部門對非法營運車輛進行了集中治理，雖然取得了一定的效果，但仍然無法根治非法營運問題。本文通過運用文獻法、訪談法、理論分析法對菏澤市非法營運車輛治理的現(xiàn)狀、存在的問題及原因進行了研究探討，并借鑒上海、美國等國內(nèi)外的治理經(jīng)驗，針對菏澤的實際情況，提出了菏澤市非法營運車輛治理對策。為政府部門治理非法營運車輛提供有利的理論支持，并對國內(nèi)其他中小城市具有一定的借鑒意義。 菏澤市非法營運車輛治理存在的問題包括依法治理難、群眾支持難、車輛處理難和難以堅持長期治理。主要原因是治理制度不完善、公共交通發(fā)展落后、監(jiān)督體制不完善和管理資源短缺。針對這些問題，本文借鑒了上海、北京、香港、美國和印度的治理經(jīng)驗，從五個方面提出了治理對策，一是完善相關(guān)政策法規(guī)；二是大力發(fā)展公共交通；三是發(fā)揮第三方的監(jiān)督作用；四是改革出租車管理模式；五是完善社會保障制度。非法營運車輛治理工作是一個長期的工作，需要政府部門長期的堅持，才能做到維護交通營運市場秩序，保障人民群眾的生命財產(chǎn)安全和出行需要。
[Abstract]:With the rapid development of China's economy and the acceleration of urbanization, although urban traffic is developing rapidly, it is still unable to meet the travel needs of the masses, and the number of illegally operated vehicles is gradually increasing. The increasingly prominent problem of illegal operation has damaged the good image of the city, affected the benign development of urban traffic, caused the massive loss of the revenue of national tax and management fee, and has great harm to the safety of public life and property. The increasing number of illegally operated vehicles in Heze City has seriously disturbed the normal order of the passenger transport market and endangered social security and stability. However, there is still no way to cure the illegal operation problem. This paper studies the current situation, existing problems and reasons of the illegal operation vehicle governance in Heze by using literature method, interview method and theoretical analysis method, and draws lessons from Shanghai. In view of the actual situation of Heze, this paper puts forward the countermeasures for the management of illegally operated vehicles in Heze, which provides favorable theoretical support for the government departments to deal with illegally operated vehicles. And has certain reference significance to other small and medium-sized cities in China. The problems existing in the management of illegal vehicles in Heze City include the difficulty of administering according to law, the difficulty of support from the masses, the difficulty of handling vehicles and the difficulty of persisting in long-term management. The main reasons are that the governance system is not perfect and the development of public transport is backward. Aiming at these problems, this paper draws lessons from the experiences of Shanghai, Beijing, Hong Kong, the United States and India, and puts forward the countermeasures from five aspects: first, perfecting the relevant policies and regulations; The second is to vigorously develop public transport; the third is to give full play to the supervisory role of third parties; the fourth is to reform the taxi management model; and the fifth is to improve the social security system. The administration of illegally operated vehicles is a long-term work. In order to maintain the order of traffic operation market and ensure the safety of people's life and property and travel needs, government departments need to insist on it for a long time.
