【摘要】：維護邊境地區(qū)的安全穩(wěn)定,對邊境警察反恐能力提出了新的規(guī)格標準和訓練要求。從當前邊境地區(qū)反恐形勢和邊境警察面臨的反恐課題看,邊境警察反恐必須具備對潛在恐怖人員的確認和引導、對現(xiàn)實恐怖活動的應對和處置、對幕后恐怖分子的倒查和根除等五種能力,以此為基礎,構建我國邊境警察反恐能力體系和反恐能力體系結構模型。反恐能力訓練應以防人、防人+物、防人+環(huán)境包括"三者一體"聯(lián)動為基本內容,提高反恐能力的關鍵是迅速提高反恐警察適應本區(qū)域"恐情"實際需要。
[Abstract]:To maintain the security and stability of border areas and put forward new standards and training requirements for border police counter-terrorism capabilities. From the current anti-terrorism situation in border areas and the anti-terrorism issues faced by border police, Border police must be able to identify and guide potential terrorists, respond to and deal with actual terrorist activities, and identify and eradicate behind the scenes terrorists on the basis of this. This paper constructs the anti-terror capability system and the anti-terror capability system structure model of our border police. The basic content of anti-terrorist ability training should be to prevent people, prevent human beings and prevent human environment from "three integrated" linkage. The key to improving counter-terrorism capacity is to quickly adapt the counter-terrorism police to the real needs of the region.
