基層公安民警績效考核研究

【摘要】: 隨著我國公安系統(tǒng)行政改革的不斷深入,政府部門越來越重視績效管理,如何對公務(wù)員績效進行考核成為政府管理的重要課題。公安民警作為公務(wù)員隊伍的重要組成部分,其工作績效直接體現(xiàn)了政府的管理能力和服務(wù)水平,直接關(guān)系到社會群眾對政府工作的滿意程度。以科學(xué)的發(fā)展觀為指導(dǎo)實施公安民警績效考核制度,對增強公安民警工作積極性、提高公安機關(guān)績效水平、推動公安隊伍正規(guī)化建設(shè)具有重要意義。而目前在理論上,對如何有效開展績效評估,還論述得不多,因此,筆者試圖通過調(diào)查和研究,構(gòu)建一個比較科學(xué)合理的警務(wù)績效評估機制,以期在實踐中對公安部門更好地提高工作成績發(fā)揮一定的促進作用。 公安民警績效評估作為一項有效的管理工具,在公共行政中受到廣泛關(guān)注。公安民警績效的含義包括經(jīng)濟績效、社會績效、政治績效三個方面和宏觀、微觀兩個層面的內(nèi)容。公安行政目標的彈性和公安行政投入產(chǎn)出的難以度量,給公安民警績效的測定和評估帶來了一定的難度。正因為如此,績效評估在西方國家受到了極大的重視。開展公安民警績效評估在我國具有其必要性和可行性,但我國公安民警績效評估的發(fā)展處于初級階段,在公安民警績效評估的制度、機構(gòu)、程序等方面都存在許多問題,需要借鑒西方國家的先進經(jīng)驗,結(jié)合我國具體國情在實踐中不斷完善。 本論文采用錨定評估量表法、調(diào)查研究法等方法對公安民警績效考核課題進行了研究,總結(jié)借鑒了國內(nèi)外公務(wù)員和警察績效考核的經(jīng)驗做法,解釋了績效考核相關(guān)的基本概念,以及公安民警績效考核的有關(guān)內(nèi)容,闡述了績效考核在公安民警管理中的作用。論文對當前公安民警績效考核中存在的問題、原因及其影響進行了評價分析,并在此基礎(chǔ)上,從職位分析入手,提取考核要素,推導(dǎo)項目權(quán)重,優(yōu)化評估標準,測評能級系數(shù),力求研究成果科學(xué)嚴謹,邏輯緊密,并結(jié)合實際提出了有針對性的意見和建議。最后,論文總結(jié)了公安民警績效考核的基本觀點,并對公安民警績效考核的前景進行了展望。
[Abstract]:With the deepening of the administrative reform of the public security system in our country, the government departments pay more and more attention to the performance management. How to evaluate the performance of the civil servants becomes an important subject of the government management. Its work performance directly reflects the management ability and service level of the government, and it is directly related to the satisfaction degree of the public with the government work. Under the guidance of the scientific concept of development, the performance appraisal system of the public security police is implemented. It is of great significance to enhance the enthusiasm of public security police work, improve the performance level of public security organs and promote the regularization of the public security contingent. However, in theory, there is not much discussion on how to carry out the performance evaluation effectively, so, Through investigation and research, the author tries to construct a more scientific and reasonable police performance evaluation mechanism, in order to play a certain role in promoting the public security departments to improve their work performance in practice. As an effective management tool, the performance evaluation of public security police has received extensive attention in public administration. The meaning of police performance includes three aspects: economic performance, social performance, political performance and macro. The content of microcosmic two levels, the flexibility of public security administrative target and the difficulty of measuring the input-output of public security administration bring some difficulty to the measurement and evaluation of police performance. Performance evaluation has been attached great importance to in western countries. It is necessary and feasible to carry out performance evaluation of public security police in our country, but the development of performance evaluation of public security police in our country is in the initial stage, and it is in the system of performance evaluation of public security police. There are many problems in institutions and procedures, which need to learn from the advanced experience of western countries and perfect continuously in practice in combination with the specific conditions of our country. This paper uses anchoring evaluation scale method, investigation method and other methods to study the performance evaluation of public security police, and summarizes the experience and practice of civil servants and police performance assessment at home and abroad. This paper explains the basic concepts related to the performance appraisal and the contents of the performance appraisal of the police, expounds the function of the performance appraisal in the management of the police, and points out the problems existing in the performance appraisal of the police at present. On the basis of the analysis of the reasons and its influence, this paper extracts the evaluation elements, deduces the item weight, optimizes the evaluation standard, evaluates the energy level coefficient, and tries to make the research results scientific and rigorous, and the logic is tight. Finally, the paper summarizes the basic points of view of the performance appraisal of the police, and prospects the prospect of the performance appraisal of the police.
