【摘要】：和諧警民關(guān)系是黨的根本宗旨對公安工作的本質(zhì)要求,是新時期經(jīng)濟(jì)社會發(fā)展對公安工作提出的客觀要求,是積極回應(yīng)人民群眾新期盼、新要求的長遠(yuǎn)工作規(guī)劃,是構(gòu)建和諧社會的重要組成部分,直接關(guān)乎到社會的穩(wěn)定和發(fā)展,對公安工作有著重要而深遠(yuǎn)的意義。當(dāng)前,我國的改革開放進(jìn)入深水區(qū),深層次的社會矛盾時時被觸及,社會利益格局正在發(fā)生著深刻變化,社會不穩(wěn)定因素增多,刑事犯罪進(jìn)入高發(fā)期,公安機(jī)關(guān)肩負(fù)著維護(hù)社會大局穩(wěn)定、穩(wěn)控社會治安局勢的重要任務(wù),經(jīng)常處于社會矛盾的爆發(fā)點(diǎn)上,極易引起社會各方面的聚焦,公安工作面臨著十分嚴(yán)峻的考驗,在這樣的社會背景下,構(gòu)建和諧警民關(guān)系的現(xiàn)實意義不斷凸顯,堅持群眾路線、動員社會力量的專群結(jié)合工作方式已成為現(xiàn)階段做好公安工作的最有效途徑,并取得了最佳的實踐效果。近年來,日照市公安局始終堅持以提升群眾安全感和滿意度為總目標(biāo),不斷創(chuàng)新工作思路,革新警務(wù)理念,通過建立“警務(wù)大回訪”拓寬警民溝通途徑,全面深化各項公安改革,實現(xiàn)執(zhí)法權(quán)力健康運(yùn)行,著力服務(wù)民生,探索打防犯罪新機(jī)制等渠道,在構(gòu)建和諧警民關(guān)系上進(jìn)行了卓有成效的探索和實踐,得到了社會各界的廣泛贊譽(yù)和高度評價,在群眾心中樹立了公安機(jī)關(guān)的良好形象。但不可否認(rèn)的是,由于社會環(huán)境、政府、公安機(jī)關(guān)自身和人民群眾等諸多因素的影響,警民之間依舊存在部分思想隔閡,小部分矛盾激化甚至?xí)䦟?dǎo)致警民沖突,嚴(yán)重影響了警民關(guān)系。為進(jìn)一步推動和諧警民關(guān)系建設(shè),本文立足于日照市公安工作現(xiàn)狀,運(yùn)用文獻(xiàn)閱讀、調(diào)查分析、比較研究等方法,創(chuàng)新闡述了警民關(guān)系的分類,并結(jié)合群眾安全感和滿意度的調(diào)查分析,對日照市警民關(guān)系現(xiàn)狀進(jìn)行深刻研究,分析了存在的問題及影響原因,借鑒了部分國內(nèi)外先進(jìn)經(jīng)驗,從筑牢執(zhí)法為民的思想核心、樹立服務(wù)理念,加強(qiáng)公安機(jī)關(guān)自身建設(shè)、打造過硬隊伍,加強(qiáng)執(zhí)法能力建設(shè)、提升公安工作效能,加強(qiáng)警民互動、引導(dǎo)社會合作參與等方面提出了構(gòu)建和諧警民關(guān)系的對策建議。
[Abstract]:The harmonious relationship between the police and the people is the essential requirement of the Party's basic purpose for public security work, the objective requirement put forward by the economic and social development of the new period for the public security work, and the long-term work plan that responds positively to the new expectations and new demands of the masses. It is an important part of building a harmonious society, which is directly related to the stability and development of the society and has an important and far-reaching significance for the work of public security. At present, the reform and opening up of our country has entered deep water areas, and the deep-seated social contradictions have always been touched. The pattern of social interests is undergoing profound changes, the factors of social instability are increasing, criminal crimes are entering a period of high incidence, and the public security organs are shouldering the important task of maintaining the overall situation of society and stabilizing and controlling the public security situation. Often in the social conflict outbreak point, easy to cause all aspects of the focus of society, the public security work is facing a very severe test, in such a social background, the realistic significance of building a harmonious relationship between the police and the people is constantly prominent, adhere to the mass line, In recent years, the Rizhao Public Security Bureau has always insisted on the overall goal of promoting the sense of security and satisfaction of the masses, which has become the most effective way to do public security work well at this stage and has achieved the best practical results. Constantly innovating working ideas, innovating the concept of policing, widening the ways of communication between the police and the public by establishing the "Police Great return visit", comprehensively deepening the public security reform, realizing the healthy operation of the law enforcement power, and focusing on serving the people's livelihood. Exploring new mechanisms for fighting and preventing crime, and other channels, have conducted fruitful exploration and practice in building a harmonious relationship between the police and the public, and have been widely praised and highly valued by all sectors of society. The good image of the public security organs has been established in the hearts of the masses. But it is undeniable that due to the influence of social environment, the government, the public security organs themselves and the people, there are still some ideological barriers between the police and the people. The intensification of a small number of contradictions may even lead to conflicts between the police and the people, which seriously affect the relationship between the police and the public. In order to further promote the construction of a harmonious relationship between the police and the people, this article is based on the current situation of public security work in Rizhao City, using methods such as literature reading, investigation and analysis, comparative research, etc. This paper expounds the classification of the relationship between the police and the public, and combines with the investigation and analysis of the sense of security and satisfaction of the masses, makes a profound study on the present situation of the relationship between the police and the people in Rizhao, analyzes the existing problems and causes, and draws lessons from some advanced experiences at home and abroad. From the core of law enforcement for the people, we should set up the service idea, strengthen the public security organs' own construction, build up the excellent team, strengthen the law enforcement ability construction, enhance the efficiency of public security work, and strengthen the interaction between the police and the people. To guide social cooperation and participation and other aspects of the construction of a harmonious relationship between the police and the public countermeasures.
