【摘要】：過去二十多年里,中國(guó)在維持穩(wěn)定的政治環(huán)境下實(shí)現(xiàn)了快速的城市化,這個(gè)現(xiàn)象顛覆了政治學(xué)的一個(gè)經(jīng)典結(jié)論。作為一個(gè)例外,我們?nèi)绾卫斫膺@種城市化與政治穩(wěn)定彼此共生的問題?本文運(yùn)用國(guó)家基礎(chǔ)權(quán)力的理論,從國(guó)家的治理能力、國(guó)家對(duì)社會(huì)的控制范圍以及國(guó)家統(tǒng)治的微觀基礎(chǔ)三個(gè)維度,來解釋這個(gè)現(xiàn)象。基本的發(fā)現(xiàn)包括:(1)中國(guó)的城市化是提高國(guó)家的財(cái)政能力的重要手段,而財(cái)政能力的提高反過來有助于國(guó)家在城市基層社區(qū)里有效地推行政策,有助于運(yùn)用再分配的手段縮小貧富差距;(2)國(guó)家基礎(chǔ)權(quán)力的作用還來自于權(quán)力在城市空間的制度性拓展,將新的社會(huì)群體與國(guó)家之間建立起政治聯(lián)系;(3)國(guó)家基礎(chǔ)權(quán)力的建設(shè)著重于在城市底層人口中建立政治支持,福利上向底層人口傾斜,或者通過向弱勢(shì)群體提供利益沖突的國(guó)家救濟(jì)。國(guó)家基礎(chǔ)權(quán)力在上述三個(gè)方面產(chǎn)生的共同作用,帶來了城市在秩序治理方面的有效性。
[Abstract]:Over the past 20 years, China has achieved rapid urbanization in a stable political environment, a phenomenon that subverts a classic conclusion of political science. How do we understand the symbiosis between urbanization and political stability? This paper applies the theory of state basic power, from the three dimensions of national governance ability, the scope of state control over society, and the micro basis of state rule. Basic findings include: 1) urbanization in China is an important means of improving the country's fiscal capacity, which in turn helps the country effectively implement policies in urban grass-roots communities. The role of the basic power of the state also comes from the institutional expansion of power in urban space, which helps to narrow the gap between the rich and the poor by means of redistribution. The establishment of political ties between the new social groups and the State. (3) the building of the basic power of the State focuses on the establishment of political support among the urban bottom population, with welfare in favour of the bottom population. Or by providing the state relief to the vulnerable groups in conflict of interest, the joint effect of the basic power of the state in the above three aspects has brought about the effectiveness of the city in the aspect of order management.
