【摘要】：海港邊防檢查站是國家設(shè)在對外開放口岸,依法對海港出入境人員及其行李物品、出入境交通運(yùn)輸工具及其載運(yùn)貨物實(shí)施檢查管理的行政執(zhí)法機(jī)關(guān),負(fù)責(zé)維護(hù)國家主權(quán)、安全和社會(huì)秩序。如何有效保證海港邊防服務(wù)水平的提高,是海港邊防檢查站的工作重心。本文以海港邊防檢查站現(xiàn)行的服務(wù)管理模式為出發(fā)點(diǎn),對服務(wù)管理的創(chuàng)新方法進(jìn)行深入研究。本研究首先針對海港邊防檢查站基本定義、服務(wù)沿革、服務(wù)管理現(xiàn)狀、同類檢查站的服務(wù)管理模式以及服務(wù)管理體制與政府行政模式的一致性方面進(jìn)行了綜述,總結(jié)了定義內(nèi)容、歷史進(jìn)程、現(xiàn)狀、同行業(yè)情況等對服務(wù)管理體制研究的重要性。隨后,闡述了邊防檢查站服務(wù)管理模式存在的問題,對當(dāng)前海防方邊防檢查站的繁重工作、要求與服務(wù)模式等進(jìn)行剖析,羅列其中存在的問題。然后,從提高服務(wù)管理的可行性、優(yōu)勢、政府行政發(fā)展模式以及服務(wù)管理模式的職業(yè)需求進(jìn)行剖析。最后,概述海港邊防檢查站服務(wù)管理的創(chuàng)新改革措施,分別從服務(wù)管理創(chuàng)新的全面推進(jìn)、服務(wù)管理創(chuàng)新的制度建設(shè)進(jìn)行概述,詳細(xì)描述了雙重體制下創(chuàng)新發(fā)展的模式、工作標(biāo)準(zhǔn)、隊(duì)伍建設(shè)以及創(chuàng)新服務(wù)行政的工作理念、國際化發(fā)展策略與工作的同步,并以此提出了具體的戰(zhàn)略保障措施,以期為海港邊防檢查站服務(wù)管理模式的創(chuàng)新開展提供一定的參考。通過本文研究可見,海港邊檢站勤務(wù)運(yùn)行全面推動(dòng)海港邊防檢查站服務(wù)管理體制創(chuàng)新發(fā)展,是深化提高邊檢服務(wù)水平的重要途徑,是引領(lǐng)邊檢勤務(wù)機(jī)制改革的重要紐帶,更是一項(xiàng)推動(dòng)海港邊檢站全面建設(shè)的戰(zhàn)略性舉措。因此,在未來海港邊檢站要堅(jiān)持與時(shí)俱進(jìn)、務(wù)實(shí)創(chuàng)新,在總結(jié)、固化和提高上狠下功夫,不斷提升海港邊檢勤務(wù)效能和信息化水平,全面推動(dòng)海港邊防檢查站服務(wù)管理體制的創(chuàng)新。
[Abstract]:The seaport frontier inspection station is an administrative law enforcement agency established by the state at an open port and responsible for carrying out inspection and administration of port entry-exit personnel, their luggage and articles, means of transportation and transportation and their cargoes in accordance with the law, and is responsible for safeguarding state sovereignty. Security and social order. How to effectively ensure the improvement of the service level of the port frontier defense is the focus of the work of the port frontier inspection station. This paper takes the current service management mode of the port border checkpoint as the starting point. First of all, this study aims at the basic definition, service evolution, service management status quo of the port border checkpoint, The service management model of the same kind of checkpoints and the consistency between the service management system and the government administration mode are summarized, and the definition content, historical process, current situation are summarized. The importance of the research on the service management system of the same trade situation. Then, the problems existing in the service management mode of the frontier inspection station are expounded, and the heavy work, requirements and service mode of the frontier inspection station of the coastal defense side are analyzed. List the existing problems. Then, from the improvement of the feasibility of service management, advantages, the development of government administration and the professional needs of service management. Finally, This paper summarizes the innovative reform measures of service management of port frontier check points, respectively, from the comprehensive promotion of service management innovation and the system construction of service management innovation, and describes in detail the mode and working standards of innovation and development under the dual system. Team building and innovative service administration work concept, internationalization development strategy and the synchronization of work, and put forward the specific strategic safeguard measures, In order to provide a certain reference for the innovation and development of the service management mode of the port frontier inspection station, it can be seen from the study of this paper that the service operation of the port border inspection station can comprehensively promote the innovation and development of the service management system of the port border inspection station. It is an important way to deepen and improve the level of border inspection service, an important link to lead the reform of the border inspection service mechanism, and a strategic move to promote the comprehensive construction of the port border inspection station. Therefore, in the future, the port border inspection station should persist in keeping pace with the times. Pragmatic innovation, in summing up, solidifying and improving the strenuous efforts, constantly improve the efficiency and information level of the port border inspection service, comprehensively promote the port frontier inspection service management system innovation.
