【摘要】： 公安信息化是適應(yīng)現(xiàn)代警務(wù)變革、推動(dòng)公安工作改革創(chuàng)新、提高公安機(jī)關(guān)能力水平、謀求公安工作可持續(xù)發(fā)展的重要戰(zhàn)略舉措。近年來(lái),公安機(jī)關(guān)大力加強(qiáng)信息化建設(shè),在基礎(chǔ)設(shè)施建設(shè)與應(yīng)用系統(tǒng)建設(shè)以及信息化工作機(jī)制建設(shè)等方面均取得突破性進(jìn)展。然而,由于公安信息化缺乏風(fēng)險(xiǎn)管理運(yùn)行機(jī)制,在建設(shè)中也存在重復(fù)建設(shè)、系統(tǒng)夭折等大量問(wèn)題,使公安信息化建設(shè)在面臨快速發(fā)展歷史機(jī)遇的同時(shí),也面臨著巨大的風(fēng)險(xiǎn)和挑戰(zhàn)。 論文首先回顧和分析了項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)概念、理論以及國(guó)內(nèi)外研究現(xiàn)狀,概括總結(jié)了本文研究的理論和實(shí)踐意義。在此基礎(chǔ)上,結(jié)合公安信息化項(xiàng)目的特點(diǎn),從項(xiàng)目管理者角度出發(fā),研究公安信息化項(xiàng)目風(fēng)險(xiǎn)管理的基本過(guò)程,著重分析歸納風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估的技術(shù)方法以及風(fēng)險(xiǎn)處理的基本策略,并對(duì)其進(jìn)行了比較分析。然后結(jié)合公安信息化建設(shè)的實(shí)際情況進(jìn)行了深入細(xì)致的研究,借鑒國(guó)外經(jīng)典的風(fēng)險(xiǎn)管理理論模型,提出公安信息化項(xiàng)目風(fēng)險(xiǎn)管理的綜合模型,建立了一套可行的公安信息化建設(shè)風(fēng)險(xiǎn)管理運(yùn)行機(jī)制。最后,論文以具體的項(xiàng)目為例,借助公安信息化項(xiàng)目風(fēng)險(xiǎn)管理綜合模型,運(yùn)用層次分析和模糊綜合評(píng)判的方法,對(duì)項(xiàng)目風(fēng)險(xiǎn)管理進(jìn)行了實(shí)證研究。 論文的研究,旨在為公安信息化建設(shè)引入風(fēng)險(xiǎn)管理運(yùn)行機(jī)制進(jìn)行探索,也為進(jìn)一步從事公安信息化項(xiàng)目風(fēng)險(xiǎn)管理研究工作起到“拋磚引玉”的作用。
[Abstract]:Public security informatization is an important strategic measure to adapt to the reform of modern police affairs, to promote the reform and innovation of public security work, to improve the ability of public security organs, and to seek the sustainable development of public security work. In recent years, the public security organs have made great efforts to strengthen the informatization construction. Breakthrough progress has been made in infrastructure construction and application system construction, as well as in the construction of information work mechanism. However, due to the lack of operational mechanism of risk management in public security informatization, repeated construction also exists in the construction. A large number of problems, such as the collapse of the system, make the information construction of public security face great risks and challenges while facing the historical opportunity of rapid development. Firstly, this paper reviews and analyzes the related concepts, theories and research status of project risk management at home and abroad, summarizes the theoretical and practical significance of this research. On this basis, combined with the characteristics of public security information project, From the point of view of project manager, this paper studies the basic process of risk management of public security information project, and emphatically analyzes the identification of risk, the technical method of risk assessment and the basic strategy of risk management. Then the paper makes a thorough and meticulous study on the actual situation of the information construction of public security, and puts forward the comprehensive model of the risk management of the public security information project based on the classical risk management theory model of foreign countries. A set of feasible operational mechanism of risk management in the information construction of public security is established. Finally, taking the concrete project as an example, with the aid of the comprehensive model of risk management of the information project of public security, the paper applies the method of hierarchical analysis and fuzzy comprehensive evaluation. An empirical study on project risk management is carried out. The purpose of this paper is to explore the operational mechanism of risk management for the information construction of public security, and to play an important role in the research of the risk management of the information project of public security.
