【摘要】：隨著中國(guó)社會(huì)市場(chǎng)經(jīng)濟(jì)的快速發(fā)展，城鎮(zhèn)化進(jìn)程的加速，中國(guó)正步入改革的深水區(qū)，轉(zhuǎn)型的關(guān)鍵期。社會(huì)結(jié)構(gòu)發(fā)生轉(zhuǎn)變的同時(shí)也是貧富分化、利益沖突的多事之秋。開(kāi)放的市場(chǎng)促使大量的農(nóng)村流動(dòng)人口不斷地涌入城市。目前我國(guó)流動(dòng)人口的總數(shù)已經(jīng)達(dá)到2,3億，流動(dòng)人口的盲目無(wú)序性給城市的管理帶來(lái)的巨大的挑戰(zhàn)，而城鄉(xiāng)二元戶籍制度及其衍生的相關(guān)社會(huì)保障制度的滯后性使得流動(dòng)人口融入城市成為一個(gè)夢(mèng)想。成為城市社會(huì)底層的邊緣性群體，他們聚居于城市的邊緣地帶，如城中村、城鄉(xiāng)結(jié)合部等地，這種與城市主流社會(huì)的隔離生活使得他們形成了特有的以地域?yàn)榧~帶的小聚居，各個(gè)地域性群體大雜居的亞文化環(huán)境，極容易形成越軌行為，這種在流動(dòng)人口中產(chǎn)生的地域性犯罪已經(jīng)嚴(yán)重影響城市的穩(wěn)定發(fā)展，因此，如何預(yù)防和控制流動(dòng)人口中地域性犯罪的發(fā)生和蔓延成為社會(huì)亟待解決的問(wèn)題。 利莫大于治，，還莫大于亂。穩(wěn)定是社會(huì)改革和發(fā)展的前提。目前越來(lái)越多的學(xué)者開(kāi)始關(guān)注并研究流動(dòng)人口犯罪問(wèn)題，本文在借鑒前人對(duì)于流動(dòng)人口犯罪問(wèn)題研究成果的基礎(chǔ)之上，分析我國(guó)流動(dòng)人口中地域性犯罪的形成特點(diǎn)，并運(yùn)用犯罪學(xué)、犯罪社會(huì)學(xué)和犯罪學(xué)地理學(xué)等相關(guān)的理論和方法探求流動(dòng)人口中地域性犯罪形成的原因及形成條件，并在此基礎(chǔ)上提出幾點(diǎn)有效預(yù)防和控制該犯罪現(xiàn)象的對(duì)策和建議，以期能夠?yàn)槲覈?guó)城鎮(zhèn)化建設(shè)提供穩(wěn)定的社會(huì)秩序。
[Abstract]:With the rapid development of China social market economy, accelerating the urbanization process, Chinese is stepping into the reform of the deepwater area, a critical period of transition. The social structure change is also the divide between rich and poor, an eventful year of conflicts of interest. The opening of the market to a large number of rural migrants pouring into the city. The total number of floating population in China has reached 2,3 billion, a great challenge of the blind floating population brought to the city management, but the lag of two urban and rural residence registration system and its derivative related social security system makes the flow of population into the city to become a city of dreams. Become marginalized groups at the bottom of society, they live on the edge of the city, such as the villages in the city, and other places in urban and rural areas, the city life and isolation of mainstream society so that they formed a unique geographical gathering in each link. A regional group of mixed sub culture environment, the formation of deviant behavior easily, this regional crime in the floating population has seriously affected the stable development of the city, therefore, how to prevent and control the occurrence of floating population in regional crime and the spread of become a social problem to be solved.
Profit is greater than cure, also is greater than chaos. Stability is a prerequisite for reform and development of the society. At present, more and more scholars begin to pay attention to and study the floating population crime problem, the predecessors on the basis of research results for crime of floating population, analysis of the formation of regional characteristics of the floating population crime in our country, and the use of criminology the reason, and forming conditions of regional crime form crime sociology and criminology, geography and other related theories and methods to explore in the floating population, and puts forward some effective prevention and control of the phenomenon of crime countermeasures and suggestions, in order to provide a stable social order for the construction of China's urbanization.
