【摘要】：企業(yè)海外社會(huì)安全風(fēng)險(xiǎn)防范是實(shí)施"一帶一路"戰(zhàn)略的重要基礎(chǔ)。"一帶一路"沿線國家存在政權(quán)更迭、戰(zhàn)爭、社會(huì)局勢動(dòng)蕩、恐怖襲擊、社會(huì)治安等多樣性的安全風(fēng)險(xiǎn)隱患,可能會(huì)對(duì)海外員工、財(cái)產(chǎn)、機(jī)構(gòu)和組織的正常運(yùn)行造成損害。中央企業(yè)在"一帶一路"的投資建設(shè)項(xiàng)目眾多,但海外安保體系建設(shè)整體上落后于現(xiàn)實(shí)需求。"一帶一路"戰(zhàn)略下中央企業(yè)"走出去"的海外安保體系建設(shè),應(yīng)完善頂層設(shè)計(jì),強(qiáng)調(diào)其系統(tǒng)化、常態(tài)化、專業(yè)化和產(chǎn)業(yè)化。中央企業(yè)具體應(yīng)從完善海外安保制度建設(shè)、海外安全風(fēng)險(xiǎn)信息收集研判機(jī)制、安全風(fēng)險(xiǎn)評(píng)估體系、突發(fā)事件應(yīng)急機(jī)制、安保資源保障與共享機(jī)制和企業(yè)海外安保文化環(huán)境營造等方面入手構(gòu)建全方位的安保體系,形成最優(yōu)安保決策,有效規(guī)避海外安保風(fēng)險(xiǎn)。
[Abstract]:The prevention of enterprises' overseas social security risks is an important basis for the implementation of the "Belt and Road" strategy. There are various security risks such as regime change, war, social unrest, terrorist attacks, social order and other security risks in the countries along the "Belt and Road" line. It may cause damage to the normal operation of overseas employees, property, institutions and organizations. The central enterprises have a large number of investment and construction projects in "Belt and Road." However, the construction of overseas security system falls behind the actual demand on the whole. The construction of overseas security system with central enterprises "going out" under the strategy of "Belt and Road" should improve the top-level design and emphasize its systematization and normality. Specialization and industrialization. The central enterprises should improve the overseas security system construction, the overseas security risk information collection and evaluation mechanism, the security risk assessment system, the emergency response mechanism, The security resources guarantee and sharing mechanism and the enterprise overseas security culture environment construction and so on starts to construct the omni-directional security system, forms the best security decision, effectively avoids the overseas security risk.
