【摘要】：近年來,關(guān)于我國戶籍制度改革的呼聲日益高漲。全國各省市紛紛進行戶籍制度改革,雖然取得了一定的成就,但仍然離公正與平等還有較大距離。徹底改革戶籍制度,是促進經(jīng)濟增長的迫切需要,更是促進社會公平的關(guān)鍵所在。 本文通過分析建國以來我國戶籍制度的演變及其困境,結(jié)合近年來各省市戶籍制度改革的實踐與經(jīng)驗,探索實現(xiàn)戶籍制度改革與城市公共資源的均衡化的路徑。文章分析指出,.當前戶籍制度的困境主要是由于城市公共資源配置的瓶頸效應導致戶籍制度改革面臨種種困難。為此,改革迫在眉睫。文章認為結(jié)合當前的改革實踐及其國內(nèi)實際,短期內(nèi)沒有辦法全面放開戶籍制度,而應選擇漸進式戶籍制度改革路徑,并著手改革城市公共資源的分配制度。因此,通過實行漸進式改革的路徑選擇與城市公共資源再配置,從國家戰(zhàn)略高度,采取多元化的城市道路選擇,漸進取消戶口差別,另一方面鑒于戶籍制度改革的特殊性,及長期以來存在的諸多弊端,文章著重指出城市公共資源配置改革的必要性,即推進教育制度、社會保障制度、就業(yè)制度和住房政策的改革,同時加快基礎(chǔ)設(shè)施、資源環(huán)境、文化資源、信息資源的共享與建設(shè),以期建立起與戶籍制度的徹底改革相適應的城市公共資源配置。
[Abstract]:In recent years, on the reform of China's household registration system is growing. The provinces and cities have carried out the reform of the household registration system has made some achievements, but still there is a large distance from the justice and equality. Complete reform of the household registration system is the urgent need to promote economic growth, is the key to promote social fairness.
This article through the analysis since the founding of China's household registration system evolution and predicament, combined with the practice and experience of the reform of the household registration system in various provinces and cities in recent years, to explore the path to achieve the equalization of the reform of the household registration system and city public resources. The article points out that the plight of the current household registration system. The bottleneck effect is mainly due to the city's public resources allocation result the reform of the household registration system faces all sorts of difficulties. Therefore, reform is imminent. The article combined with the current reformation and the actual, in the short term there is no way to the full liberalization of the household registration system, and should choose the step-by-step reform of household registration system, distribution system and starting the reform of city public resources. Therefore, through the implementation of path selection and re allocation of city public resources the gradual reform, from the national strategic level, take the city road diversification choice, gradually cancel account difference, on the other hand In view of the special nature of the reform of the household registration system, and have many disadvantages, this paper points out the necessity of city public resource allocation reform, promoting education system, social security system, employment system reform and housing policy, speeding up infrastructure at the same time, environmental resources, cultural resources, sharing and construction of information resources. In order to establish the allocation of public resources and city thorough reform of the household registration system to adapt.
