【摘要】： 良好的警民關(guān)系是警務(wù)工作的基礎(chǔ),是推行社區(qū)警務(wù)實現(xiàn)預(yù)防犯罪目標(biāo)的關(guān)鍵,決定著公安工作的成敗。隨著我國經(jīng)濟社會的進(jìn)一步發(fā)展,社會矛盾進(jìn)入集中爆發(fā)期,公安行業(yè)的特殊性質(zhì)決定了公安機關(guān)處于社會發(fā)展的風(fēng)口浪尖之上,這也使得警民關(guān)系面臨著前所未有的考驗。不和諧的警民關(guān)系正阻礙著公安事業(yè)的發(fā)展,建立新型警民關(guān)系成為公安機關(guān)面臨的重大任務(wù)。 本文以新公共服務(wù)理論為基礎(chǔ),通過研究警民關(guān)系與警務(wù)工作之間的關(guān)系,提出了新型警民關(guān)系的基本特征,指出新型警民關(guān)系以人本主義為靈魂,以服務(wù)群眾為橋梁,并需要群眾的積極參與。論文對我國警民關(guān)系的現(xiàn)狀進(jìn)行了研究,指出了我國警民關(guān)系存在的問題,分析了這些問題產(chǎn)生的原因。在此基礎(chǔ)上,提出了建立新型警民關(guān)系的對策。新型警民關(guān)系建設(shè)是一項社會系統(tǒng)工程,需要政府、公民和公安機關(guān)三方的共同努力。建設(shè)新型警民關(guān)系需要建立健全行政執(zhí)法監(jiān)督體系;公安機關(guān)要深化公安體制改革,轉(zhuǎn)變執(zhí)法理念堅持以人為本思想,需要廣大民警樹立服務(wù)意識,實現(xiàn)從管理者向服務(wù)提供者的角色轉(zhuǎn)變,通過服務(wù)群眾改善警民關(guān)系;公安機關(guān)要加強和群眾的溝通,通過正面宣傳樹立新形象。
[Abstract]:A good relationship between the police and the people is the basis of the police work, the key to the implementation of community policing to achieve the goal of crime prevention, and determines the success or failure of the public security work. With the further development of our country's economy and society, social contradictions have entered a period of concentrated outbreak. The special nature of the public security industry determines that the public security organs are on the cusp of social development, which also makes the relationship between the police and the people face an unprecedented test. The disharmonious relationship between the police and the people is hindering the development of public security. The establishment of a new type of relationship between the police and the people has become a major task facing the public security organs. Based on the new public service theory, this paper puts forward the basic characteristics of the new relationship between the police and the public by studying the relationship between the police and the public, and points out that the new relationship between the police and the public takes humanism as the soul and serves the masses as the bridge. It also needs the active participation of the masses. This paper studies the present situation of the relationship between the police and the people in China, points out the problems existing in the relationship between the police and the people in our country, and analyzes the causes of these problems. This paper puts forward the countermeasures to establish a new relationship between the police and the people. The construction of the new relationship between the police and the people is a social systematic project, which requires the joint efforts of the government, citizens and public security organs. The construction of the new relationship between the police and the public needs to establish and improve the administrative law enforcement supervision system. The public security organs should deepen the reform of the public security system, change the concept of law enforcement and adhere to the people-oriented ideology, need the police to establish service consciousness, realize the change from the role of the manager to the service provider, and improve the relationship between the police and the people through serving the masses; Public security organs should strengthen communication with the masses and establish a new image through positive publicity.
