【摘要】：隨著信息科技的快速發(fā)展,網(wǎng)民可謂為使用網(wǎng)絡(luò)最為普遍的群體,他們利用網(wǎng)絡(luò)獲取學(xué)習(xí)資料、通過網(wǎng)絡(luò)進(jìn)行交流、在網(wǎng)絡(luò)中娛樂休閑。由此,必須對網(wǎng)絡(luò)群體性事件下的社會輿情危機(jī)進(jìn)行有效的治理和引導(dǎo)。在網(wǎng)絡(luò)群體性事件出現(xiàn)后,地方政府的應(yīng)對能力首當(dāng)其沖受到考驗(yàn)。在兩者交互影響的情況下,深入探討政府部門面對網(wǎng)絡(luò)群體性事件,如何化解困境、增強(qiáng)政府公信力的課題是很有意義的。政府公信力的作用在于,它既能夠運(yùn)用自身掌握的公共資源去解決網(wǎng)絡(luò)群體性事件,又能夠使政府的合法性再次得到確認(rèn);既能促進(jìn)民眾與政府之間的溝通、交流,又有利于政府執(zhí)政地位的增強(qiáng),從而可以獲得民眾的信任,真實(shí)的起到凝聚民心的作用,為和諧社會的建設(shè)做好鋪墊。所以說,探討網(wǎng)絡(luò)群體性事件出現(xiàn)后政府的應(yīng)急能力問題,有著重大的理論研究意義,對于提升政府的執(zhí)政水平和管理水準(zhǔn)有著不可忽視的影響。本文筆者主要從網(wǎng)絡(luò)群體性事件的理論基礎(chǔ)入手,提出地方政府應(yīng)對網(wǎng)絡(luò)群體性事件的現(xiàn)實(shí)對策,希望對地方政府應(yīng)對網(wǎng)絡(luò)群體性事件有點(diǎn)一定的參考意義。
[Abstract]:With the rapid development of information technology, Internet users can be described as the most common use of the network groups, they use the network to obtain learning materials, through the network for communication, entertainment and leisure in the network. The crisis of social public opinion under network group events must be effectively managed and guided. After the emergence of network group events, the local government's ability to respond is first tested. It is of great significance for government departments to explore how to resolve difficulties and enhance the credibility of the government in the face of network mass incidents. The role of government credibility lies in, It can not only use its own public resources to solve the network group incidents, but also make the legitimacy of the government to be confirmed again. It can not only promote the communication and exchange between the people and the government, but also help the government to strengthen its ruling position. Therefore, it is of great theoretical significance to discuss the government's emergency response ability after the emergence of network mass incidents, which can truly play a role in rallying people's minds and laying the groundwork for the construction of a harmonious society. It can not be ignored to improve the governance level and management level of the government. This paper mainly starts with the theoretical basis of the network group events, and puts forward the practical countermeasures for the local government to deal with the network group incidents. It is hoped that it will have some reference significance for local governments to deal with network group incidents.
