【摘要】：當前我國維護社會和諧穩(wěn)定面臨著嚴峻的挑戰(zhàn)�；鶎庸裁窬侨嗣窆碴犖榈闹匾M成部分,作為人民公安機關(guān)的前沿陣地,如何在錯綜復(fù)雜的維穩(wěn)局面下完成自身職責(zé),維護社會穩(wěn)定大局成為必須面對的課題。然而,基層公安民警警察在處理維穩(wěn)工作的現(xiàn)實狀況卻不令人滿意,往往事與愿違,取得適得其反的結(jié)果。主要原因是政府對基層公安民警、基層公安民警警察對自己以及社會對警察維穩(wěn)工作中所承擔的角色和職責(zé)認識失調(diào),而且維穩(wěn)工作隨著各類突發(fā)事件的發(fā)生發(fā)展是在不斷變化的,基層公安民警比以往更要在不同的角色下承擔不同的職責(zé),只有充分認識到基層公安民警角色特征,才可能更好的發(fā)揮警察在處置突發(fā)社會事件中的作用,才可能完成維穩(wěn)工作。本文以此為研究方向,將角色理論、角色沖突理論的研究成果與基層公安民警的維穩(wěn)工作結(jié)合起來,從理論的高度對基層民警維穩(wěn)工作的角色進行審視和反思,以某縣基層公安民警處置群體性上訪事件為研究對象,以此找到基層公安民警處置時面臨的角色沖突、角色錯位、角色模糊、角色缺位等四個方面的角色困境以及角色困境的成因,明確目前基層公安民警維穩(wěn)實踐中存在角色困境的后果,從而梳理出界定基層公安民警在維穩(wěn)工作中角色的出發(fā)點和突破點,進而更好地指導(dǎo)基層公安民警的維穩(wěn)工作。研究發(fā)現(xiàn),基層民警的角色困境主要有角色沖突、角色錯位、角色模糊、角色缺位等四個方面,產(chǎn)生這樣的困境的原因是內(nèi)部因素和外部因素共同作用的結(jié)果,要解決這些問題,主要應(yīng)該確定位基層公安民警維穩(wěn)工作的角色、明晰界定基層公安民警維穩(wěn)工作的權(quán)責(zé)、完善現(xiàn)有基層公安民警維穩(wěn)工作的機制。
[Abstract]:At present, the maintenance of social harmony and stability in our country is faced with severe challenges. As an important part of the people's public security force, the grass-roots public security police, as the front position of the people's public security organs, how to complete their duties under the complicated situation of maintaining stability. Maintaining the overall situation of social stability has become a subject that must be faced with. However, the actual situation of the grassroots public security police officers in dealing with the maintenance of stability is not satisfactory and often backfires. The main reason is that the government's understanding of the roles and responsibilities of the police at the grass-roots level, the police at the grass-roots level, and the society towards the maintenance of police stability has become unbalanced. Moreover, the maintenance and stability work is constantly changing with the occurrence and development of all kinds of emergencies. The grassroots police officers have to assume different responsibilities under different roles more than in the past. Only by fully recognizing the characteristics of the role of grass-roots public security police officers, In order to give full play to the role of the police in dealing with sudden social events and to complete the work of maintaining stability, this paper takes this as the research direction and puts the role theory into practice. Combining the research results of the role conflict theory with the maintenance and stability work of the police at the grass-roots level, this paper examines and reflects on the role of the police in maintaining stability at the grass-roots level from the theoretical perspective. In this paper, taking the grass-roots police of a county as the research object to deal with the mass petition incidents, we can find out the role conflict, role dislocation and fuzzy role faced by the grass-roots public security police when they deal with the case. The role dilemma in four aspects, such as role vacancy, and the causes of the role dilemma, make clear the consequences of the role dilemma in the practice of maintaining stability at the grassroots level. In order to sort out the starting point and breakthrough point of defining the role of the grass-roots police in the maintenance and stability work, and then better guide the maintenance and stability work of the grass-roots police, the study found that the role dilemma of the grass-roots police mainly includes role conflict and role dislocation. There are four aspects: role ambiguity and role vacancy. The causes of this dilemma are the result of the joint action of internal and external factors. In order to solve these problems, we should make sure that the role of the police in maintaining stability at the grass-roots level should be determined. Define clearly the power and responsibility of maintaining the stability of the police at the grass-roots level, and perfect the existing mechanism of maintaining the stability of the police at the grass-roots level.
