【摘要】：作為西部地區(qū),經(jīng)過多年的建設與發(fā)展,廣西經(jīng)濟、社會各項事業(yè)都獲得了長足發(fā)展。然而,在獲得經(jīng)濟、社會發(fā)展的同時,由征地、拆遷、環(huán)境保護等問題所引發(fā)的社會矛盾也此起彼伏。面對層出不窮的社會矛盾,單純依靠政府單一治理主體進行社會矛盾治理顯然是力不從心的,在此前提下迫切需要社會力量協(xié)同參與基層社會矛盾治理。基于此,在“治理”與“社會協(xié)同”的語境下,推進社區(qū)社會組織參與基層社會矛盾治理無疑具有理論與現(xiàn)實的研究意義。本文擬以廣西扶綏縣為研究地區(qū),就廣西扶綏縣社區(qū)社會組織參與基層社會矛盾治理的相關內(nèi)容進行研究。針對這一課題的研究,擬就從理論研究、實證研究和對策研究此三個層面有機結合展開相關的分析與研究。首先,在理論研究層面上,將結合現(xiàn)有的理論研究與黨的綱領性文件對社區(qū)社會組織、基層社會矛盾的內(nèi)涵進行明晰、對社區(qū)社會組織參與基層社會矛盾治理的必要性進行闡述。其次,在實證研究層面,對廣西扶綏縣民政局、扶綏縣部分社區(qū)社會組織從業(yè)人員、扶綏縣部分社區(qū)社會組織服務受眾進行相關的調研、訪談。針對調研過程中所獲得的資料與案例進行深入分析、研究,以期能夠發(fā)現(xiàn)扶綏縣社區(qū)社會組織參與基層社會矛盾治理存在的問題,并就扶綏縣社區(qū)社會組織參與基層社會矛盾治理存在問題的原因進行相關分析、探討。最后,在對策研究層面,在結合扶綏縣實際的基礎上,進一步結合其他地區(qū)社區(qū)社會組織參與基層社會矛盾治理的成功經(jīng)驗,繼而針對性提出推進扶綏縣社區(qū)社會組織參與基層社會矛盾治理的對策。
[Abstract]:As a western region, after many years of construction and development, Guangxi's economy and social undertakings have made great progress. However, in the process of obtaining economic and social development, land requisition, demolition, In the face of the endless social contradictions, it is obvious that relying solely on a single government to manage social contradictions is not in a position to cope with the social contradictions caused by problems such as environmental protection. Under this premise, there is an urgent need for social forces to participate in the governance of social contradictions at the grass-roots level. Based on this, in the context of "governance" and "social coordination", There is no doubt that it is of theoretical and practical significance to promote the participation of community social organizations in the management of social contradictions at the grass-roots level. This paper makes a study on the relevant contents of community social organizations participating in the management of social contradictions at the grass-roots level in Fusui County, Guangxi. In view of the research on this subject, it intends to study from the theoretical perspective. The empirical research and the countermeasure research combine these three levels organically to carry out the related analysis and the research. First, in the theoretical research level, will combine the existing theory research and the party's programmatic document to the community social organization, The connotation of social contradictions at the grass-roots level is clarified, and the necessity of community social organizations participating in the governance of social contradictions at the grass-roots level is expounded. Secondly, on the level of empirical research, the civil affairs bureau of Suixian County, Guangxi Province, and some practitioners of community social organizations in Fusui County, Guangxi Province, are analyzed. Some community social organization service audiences in Fusui County conduct relevant research, interviews, in-depth analysis and research on the materials and cases obtained in the course of investigation. In order to find out the existing problems of community social organizations participating in the management of social contradictions at the grass-roots level in Fusui County, and to analyze the causes of the problems of community social organizations participating in the governance of social contradictions at the grass-roots level in Fusui County. Finally, On the level of countermeasure research, on the basis of combining the reality of Fusui County, the successful experiences of other community social organizations participating in the management of social contradictions at the grass-roots level are further combined. Then it puts forward the countermeasures to promote the participation of community social organizations in the management of social contradictions at the grass-roots level in Fusui County.
