【摘要】： 我國(guó)的公共政策研究起步晚,公共政策研究的新成果在政府部門的應(yīng)用更少。隨著社會(huì)經(jīng)濟(jì)快節(jié)奏運(yùn)行,近年來我國(guó)的社會(huì)安全事件直線上升。公共政策缺乏系統(tǒng)研究和整體把握是主要原因,特別是各級(jí)組織和領(lǐng)導(dǎo)干部在處置社會(huì)安全事件時(shí),超越政策辦事,個(gè)案看似“圓滿解決”,整體看則違反政策規(guī)律,誘導(dǎo)產(chǎn)生更多社會(huì)安全事件。社會(huì)安全事件考驗(yàn)了政府能力,同時(shí)也拷問公共政策的應(yīng)對(duì)之術(shù)和應(yīng)對(duì)之速。本文從公共政策視角,運(yùn)用公共管理知識(shí),通過案例解讀,把社會(huì)安全事件與平時(shí)的公共政策進(jìn)行聯(lián)系分析,找出公共政策制定、執(zhí)行和修改對(duì)社會(huì)安全事件的影響。透過社會(huì)安全事件查找政策的不足,并與國(guó)外情況比較,分析原因和規(guī)律,尋找應(yīng)對(duì)之策。找出修改完善政策的途徑,減少今后類似問題發(fā)生,為以后處理同類問題樹立標(biāo)桿,并嘗試為各級(jí)政府制訂公共政策提供有益的探索和對(duì)策。 本文共分緒論和一至六章。第一章介紹突發(fā)事件、社會(huì)安全事件及管理、公共政策的概念、分類及國(guó)內(nèi)外情況,從橫向和縱向研究社會(huì)安全事件和公共政策相關(guān)情況。 第二章分析公共政策對(duì)社會(huì)安全事件影響需要注意的幾個(gè)問題。通過對(duì)社會(huì)安全事件案例論證分析,特別針對(duì)轉(zhuǎn)型期的社會(huì)形態(tài),尋找五個(gè)政策分析工具:政策形態(tài)、政策環(huán)境、政策改變動(dòng)力和阻力、政策周期、政策蔓延,并分別進(jìn)行介紹和分析。 第三章介紹公共政策對(duì)社會(huì)安全事件的影響。針對(duì)公共政策制定、執(zhí)行和修訂三個(gè)階段,引發(fā)的社會(huì)安全事件,列舉具體案例,運(yùn)用公共管理理論和政策分析工具分別進(jìn)行分析。包括政策制定中的不合法的行為、不健全的機(jī)制、不恰當(dāng)?shù)某绦?政策執(zhí)行中前后不一致、執(zhí)法行為的粗暴低效、新舊政策交替把握不準(zhǔn)等原因逐一進(jìn)行剖析。 第四章介紹國(guó)外應(yīng)急管理政策法規(guī)建設(shè)情況。主要介紹五方面:政策法規(guī)比較完整配套,民眾對(duì)政策議題表達(dá)比較充分,政策處置職責(zé)權(quán)限透明公開,適應(yīng)環(huán)境變化調(diào)整政策執(zhí)行的模式和職能,政策執(zhí)行中同類事件使用同樣處理原則。 第五章分析我國(guó)處理社會(huì)安全事件中公共政策存在的問題。即:總體政策設(shè)計(jì)滯后,政策議題選擇決定權(quán)不在民眾或民眾代表,民眾對(duì)政策建議的參與機(jī)制和表達(dá)渠道不完善,政策信息收集機(jī)制不健全,政策執(zhí)行隨意扭曲。 第六章提出應(yīng)對(duì)社會(huì)安全事件的政策建議。即:完善公共政策各方利益均衡機(jī)制;構(gòu)建政策議題選擇的信息溝通機(jī)制;建立民眾參與機(jī)制;適應(yīng)社會(huì)經(jīng)濟(jì)等政策環(huán)境變化;完善對(duì)公共政策執(zhí)行的監(jiān)督機(jī)制。
[Abstract]:The study of public policy in our country started late, and the new achievements of public policy research are less applied in government departments. With the rapid development of social economy, In recent years, the number of social security incidents in our country has risen sharply. The lack of systematic research and overall understanding of public policies is the main reason. In particular, organizations and leading cadres at all levels have exceeded policies in handling social security incidents. The case seems to be "satisfactorily resolved", but on the whole, it violates the laws of policy and induces more social security incidents. Social security incidents test the government's ability. At the same time, we also question how to deal with public policies and how quickly they can be dealt with. From the perspective of public policy, this paper applies public management knowledge to analyze social security events and public policies in peacetime, and finds out the formulation of public policies. The impact of implementation and modification on social security events. Through social security events, we can find out the shortcomings of the policies, compare them with those of foreign countries, analyze the causes and laws, find out the countermeasures, and find out the ways to modify and perfect the policies. Reduce the occurrence of similar problems in the future, set a benchmark for dealing with similar problems in the future, and try to provide useful exploration and countermeasures for governments at all levels to formulate public policies. The first chapter introduces emergency events, social security events and management, the concept, classification and domestic and international situation of public policy, and studies the social security events and public policies from horizontal and vertical. The second chapter analyzes several problems that should be paid attention to when public policies affect social security events. Through the case analysis of social security events, especially in view of the social formation in the transition period, we seek five policy analysis tools: policy form, Policy environment, policy change motivation and resistance, policy cycle, policy spread, and respectively introduced and analyzed. The third chapter introduces the impact of public policy on social security events. In view of the three stages of public policy formulation, implementation and revision, it lists specific cases. The participation mechanism and expression channels of policy advice are not perfect, the policy information collection mechanism is not perfect, and the policy implementation is distorted at will. Chapter 6th puts forward some policy suggestions to deal with social security events, that is, to perfect the mechanism of balancing the interests of all parties in public policy, to construct the information communication mechanism for the choice of policy topics, to establish the mechanism of popular participation, to adapt to the changes in the policy environment such as social economy, etc. We will improve the supervision mechanism for the implementation of public policies.
