上海市地鐵公共安全管理問題研究

【摘要】:當(dāng)前社會,城市化進(jìn)程的加速導(dǎo)致了人口日趨密集,交通運(yùn)輸壓力驟增;此外,有限的地上空間資源因過度開發(fā)同樣不堪重負(fù)。在這樣的發(fā)展環(huán)境下,人們轉(zhuǎn)而求諸于地下空間的利用。而地鐵,因其安全、高效、準(zhǔn)點(diǎn)率高等優(yōu)勢,成為了解決地上交通矛盾的有效手段。近年來,上海地鐵發(fā)展異常迅猛,截止至2016年年底,上海地鐵投入運(yùn)營線路總計(jì)達(dá)617公里,使用車站366座,日均客流超過900萬人次,其運(yùn)營里程數(shù)及日均客流量現(xiàn)已穩(wěn)居世界前列。而在快速發(fā)展的同時,更多的車站、更長的線路、更多的乘客意味著更多的不確定因素及安全隱患,如果不重視這些問題,將容易造成事故。而在地鐵運(yùn)營范圍內(nèi)發(fā)生的事故一般都涉及公共安全,后果往往難以預(yù)料,一旦發(fā)生,將會給人民群眾的生命財(cái)產(chǎn)帶來巨大的損失,伴隨而來的還有深遠(yuǎn)的不良社會影響。因此,研究如何采取各種措施來遏制各類事故的發(fā)生是本研究的目的所在。本文以事故致因理論、系統(tǒng)安全理論為基礎(chǔ),運(yùn)用文獻(xiàn)研究、案例收集以及訪談法對影響上海地鐵公共安全的因素進(jìn)行研究分析,并提出了影響上海地鐵公共安全的三個因素:環(huán)境因素(政策環(huán)境、社會環(huán)境以及生產(chǎn)現(xiàn)場環(huán)境)、人的因素(乘客以及工作人員)以及技術(shù)因素(硬件配置、防控體系以及安全評估)。結(jié)合對上述三個因素的分析,本文對上海市地鐵公共安全管理現(xiàn)狀、管理過程中存在的問題及其對策進(jìn)行了研究,提出要提升上海市地鐵的公共安全管理,應(yīng)當(dāng)建立完善的制度構(gòu)架、應(yīng)當(dāng)提升全民安全責(zé)任意識、應(yīng)當(dāng)持續(xù)完善安防系統(tǒng)配置、應(yīng)當(dāng)構(gòu)筑整體化防控體系以及全面引入第三方安全評估。上海地鐵應(yīng)把握政府與社會的需求,補(bǔ)齊能力短板,對標(biāo)行業(yè)先進(jìn),運(yùn)用"互聯(lián)網(wǎng)+"等現(xiàn)代技術(shù),探索上海特色、行業(yè)領(lǐng)先的安全管理模式,提供安全高效、優(yōu)質(zhì)便捷的公共服務(wù)產(chǎn)品。
[Abstract]:In the current society, the accelerating process of urbanization has led to an increasing population density, a sudden increase in traffic and transport pressure, and a similar strain on the limited aboveground space resources due to over-exploitation. In such a development environment, People turn to the use of underground space, and subway, because of its advantages of safety, efficiency and high punctuality rate, has become an effective means to solve the above ground traffic contradiction. In recent years, Shanghai Metro has developed very rapidly, until the end of 2016. The Shanghai Metro has a total of 617 kilometers of operational lines, 366 stations are used, with a daily passenger flow of more than 9 million people. Its mileage and average daily passenger flow are now among the highest in the world. Longer lines and more passengers mean more uncertainties and safety risks, and if you don't pay attention to these problems, you'll be prone to accidents. Accidents that occur in subway operations generally involve public safety. The consequences are often unpredictable. Once they occur, they will bring huge losses to the lives and property of the people, accompanied by far-reaching adverse social effects. The purpose of this study is to study how to take various measures to curb the occurrence of all kinds of accidents. Based on the theory of accident cause and the theory of system safety, this paper makes use of literature research. This paper studies and analyzes the factors that affect the public safety of Shanghai subway by case collection and interview, and puts forward three factors that affect the public safety of Shanghai subway: environmental factors (policy environment, policy environment, policy environment). Social environment and production site environment, human factors (passengers and staff) and technical factors (hardware configuration, prevention and control system, and safety assessment). This paper studies the present situation, problems and countermeasures in the management of subway public safety in Shanghai, and points out that in order to improve the public safety management of subway in Shanghai, a perfect system framework should be established. The safety responsibility consciousness of the whole people should be raised, the configuration of the security system should be continuously improved, the integrated prevention and control system should be constructed and the third party safety assessment should be introduced in an all-round way. The Shanghai Metro should grasp the needs of the government and the society and make up for the shortage of the capability. To the standard industry advanced, use "Internet" and other modern technology, explore the Shanghai characteristic, industry leading safety management mode, provide safe and efficient, high quality and convenient public service products.
