【摘要】： 本文通過犯罪學(xué)的視角,以“金新月”毒品販運路線為出發(fā)點,分析考察了“金新月”地區(qū)毒品概況和“金新月”毒品販運的主要路線。通過對毒品生產(chǎn)地—阿富汗、巴基斯坦和伊朗,毒品過境國—中亞國家和毒品消費國—歐美國家具體的社會環(huán)境和自然地理環(huán)境的分析考察,推導(dǎo)出了“金新月”毒品販運路線轉(zhuǎn)移的具體原因。在上述研究的基礎(chǔ)上,進(jìn)一步評析了“金新月”毒品販運路線轉(zhuǎn)移對新疆毒品犯罪造成的影響,并論述了“金新月”販毒路線對新疆毒品犯罪產(chǎn)生影響的具體原因。最后在上述論述的基礎(chǔ)上,提出了防治“金新月”毒品向新疆滲透的對策建議。 本文研究的目的在于通過對“金新月”販毒路線轉(zhuǎn)移這一現(xiàn)象的分析,充分認(rèn)識中亞國家逐漸從毒品過境國轉(zhuǎn)變?yōu)槎酒废M國與生產(chǎn)國的事實,接受經(jīng)驗教訓(xùn),防治“金新月”毒品對我國新疆的影響由潛在的威脅轉(zhuǎn)變?yōu)楝F(xiàn)實的危害。
[Abstract]:From the perspective of criminology, this paper analyzes and examines the drug situation and the main routes of drug trafficking in the "Golden Crescent" region from the perspective of the "Golden Crescent" drug trafficking route. An analysis of the specific social and physical environment of Pakistan and Iran, the transit countries of drugs, the countries of Central Asia and the countries of the United States and the United States, The specific reasons for the diversion of the drug trafficking route of the "Golden Crescent" are deduced. On the basis of the above research, the influence of the diversion of the drug trafficking route of the "Golden Crescent" on the drug crimes in Xinjiang is further analyzed. On the basis of the above exposition, the author puts forward the countermeasures and suggestions to prevent and cure the drug infiltration of "Jincrescent" drug in Xinjiang, and discusses the specific causes of the influence of the "Golden Crescent" drug trafficking route on the drug crime in Xinjiang. The purpose of this study is to fully understand the fact that the Central Asian countries have gradually changed from drug transit countries to drug consuming and producing countries through the analysis of the phenomenon of "Golden Crescent" drug trafficking route transfer, and to accept the experience and lessons learned. The influence of preventing and curing the "Golden Crescent" drugs on Xinjiang has changed from a potential threat to a real one.
