【摘要】： 近年來,隨著天津濱海新區(qū)改革的深入和持續(xù),越來越多的“單位人”成為“社會人”。“社會人”的大量增加,引發(fā)諸多社會治安問題,游離于傳統(tǒng)的治安管理體系之外,成為管理的“空擋”和“盲點”。傳統(tǒng)的社會治安管理方法也已經(jīng)不適應(yīng)形勢的發(fā)展變化。加強天津濱海新區(qū)“社會人”的治安管理,發(fā)揮好“社會人”積極作用助力濱海新區(qū)開發(fā)開放,成為天津濱海新區(qū)深化社會領(lǐng)域改革的一個重要的戰(zhàn)略性課題。 人口治安管理是公安機關(guān)的基本職責(zé),是公安工作的基礎(chǔ)。本文立足公安工作職能定位,結(jié)合公安工作的現(xiàn)實需要,將天津濱海新區(qū)“社會人”分為六大群體:閑散農(nóng)村剩余勞動力群體、下崗職工群體、無業(yè)閑散人員、自由職業(yè)人員、退休職工和失地農(nóng)民。在此基礎(chǔ)上,深入分析了天津濱海新區(qū)“社會人”特點,對社會發(fā)展和社會治安的影響,并提出做好天津濱海新區(qū)“社會人”的治安管理的建議和對策。 本論文主要包括四個部分的主要內(nèi)容:一是主要概述了當(dāng)前天津濱海新區(qū)因“社會人”涉及的突出治安問題和加強對“社會人”治安管理的普遍性意義。二是闡述了當(dāng)前天津濱海新區(qū)“社會人”產(chǎn)生發(fā)展的必然性、主要特點和對社會經(jīng)濟發(fā)展的貢獻以及對社會治安穩(wěn)定的影響。三是從天津濱海新區(qū)“社會人”管理體制、機制、手段和法律支撐等方面對天津濱海新區(qū)社會人治安管理存在的困難和問題進行深入分析。四是基于上述分析,提出加強新區(qū)“社會人”管理的政策和建議。
[Abstract]:In recent years, with the deepening of the reform of Tianjin Binhai New Area and continued, more and more "units" into "social person". "A large increase in social people, caused a lot of social security problems, but free from the traditional security management system, become the management of the" neutral "and" blind spot "of social security management method. The tradition has not adapt to the changing situation. Strengthen the public security administration of Tianjin Binhai New Area of" social man "," social person "to play a good positive role in boosting development and opening of Binhai New Area, has become an important strategic task of Tianjin Binhai New Area to deepen the social domain reform.
Population security management is the basic duty of the public security organs, is the basis of public security work. Based on the work of public security functions, combined with the practical needs of public security work, the Tianjin Binhai New Area of "social man" is divided into six major groups: idle surplus rural workers, laid-off workers, unemployed workers, freedom of occupation. Retired workers and landless farmers. On this basis, in-depth analysis of the Tianjin Binhai New Area of "social man" characteristics, influence on social development and social security, and puts forward some suggestions and Countermeasures to Tianjin Binhai New Area of "social" security management.
This paper mainly includes four parts: one is mainly an overview of the current Tianjin Binhai New Area for "serious public security issues involving the social people" and strengthen the "social" public security management is of universal significance. The two describes the current necessity of Tianjin Binhai New Area of "social man" development, main characteristics and the contribution to the social and economic development and the influence on the stability of social order. The three is the mechanism from the Tianjin Binhai New Area of "social man" management system, legal support and other means, and in-depth analysis of the difficulties and problems existing in Tianjin Binhai New Area social security management. The four is based on the above analysis, put forward to strengthen the new society "" management policies and suggestions.
