【摘要】：隨著禁毒斗爭的深入,云南省及其境外周邊地區(qū)嚴峻的禁毒形勢正在發(fā)生著重大變化,禁毒斗爭進入到了關(guān)鍵階段。在這樣的禁毒形勢下,探索和分析毒品犯罪的規(guī)律特征,關(guān)注和研究毒品犯罪懲治中的新情況和新問題,并探索積極的解決辦法已經(jīng)迫在眉睫。本文立足于云南近年來毒品案件的特點和難點,試圖對新形勢下毒品犯罪內(nèi)在規(guī)律進行探尋,在此基礎(chǔ)上初步提出禁毒策略的思考,以期對我國現(xiàn)階段禁毒策略及刑事司法活動中毒品犯罪適用法律問題進行一些有益的探討。
[Abstract]:With the deepening of the anti-drug struggle, the severe situation of drug control in Yunnan Province and its surrounding areas is undergoing major changes, and the anti-drug struggle has entered a critical stage. Explore and analyze the characteristics of the law of drug crimes, pay attention to and study the new situation and new problems in the punishment of drug crimes. Based on the characteristics and difficulties of drug cases in Yunnan in recent years, this paper tries to explore the internal law of drug crimes under the new situation. On the basis of this, some thoughts on drug control strategy are put forward in order to make some beneficial discussion on the drug control strategy and the applicable law of drug crime in our country's present stage of drug control strategy and criminal judicial activities.
