【摘要】：從我國的改革開放之后,我國國內(nèi)的城市化和工業(yè)化的發(fā)展腳步越來越快了,我國也因此出現(xiàn)了大量農(nóng)民工涌入城市的熱潮。遼寧省內(nèi)的阜新市,是在我國的東北地區(qū)范圍之內(nèi)城市轉(zhuǎn)型的代表城市,在如今的21世紀(jì),阜新市已經(jīng)邁入了經(jīng)濟快速發(fā)展的時期了,因此,從2000年到2006年之內(nèi),流動人口的數(shù)量也從20萬人快速增長到了80萬人,從阜新市內(nèi)流動人口的迅猛增長速度來看,不僅向阜新市政府的管理水平以及城市的承受能力造成了挑戰(zhàn),也為阜新市的社會經(jīng)濟的發(fā)展提供了新鮮的活力,所以,我們對增強阜新市內(nèi)的流動人口問題的管理以及研究是必不可少的,從而研究出流動人口管理中的新模式、新體制以及新機制,在社會經(jīng)濟的發(fā)展過程中,讓流動人口更加的發(fā)揮它的積極作用以及它的現(xiàn)實意義。 該文從實際調(diào)查中獲取資料,通過描繪阜新市的流動人口的發(fā)展趨勢以及它的基本特征,在這個的基礎(chǔ)之上,先通過對流動人口服務(wù)與管理的相關(guān)理論(如：新公共管理理論、社會階層理論、服務(wù)型政府理論)進行了研究,重點對阜新市流動人口服務(wù)與管理的現(xiàn)狀進行了分析與描述,然后再借鑒了外國發(fā)達國家(如：美國、日本、法國)的先進經(jīng)驗之后,對阜新市城鎮(zhèn)化中的流動人口服務(wù)與管理提出了具體的幾點對策。筆者認(rèn)為,如今阜新市流動人口的管理方式存在以下的幾個問題：重管理輕的服務(wù)現(xiàn)象尚未得到根本的扭轉(zhuǎn)；相關(guān)的政策比較滯后；流動人口服務(wù)與管理體系有待進一步的完善；勞動力市場的自主調(diào)控有待進一步的提高；基層社區(qū)內(nèi)的功能不夠,相關(guān)的公共服務(wù)體系建設(shè)有待進一步的深入,而造成這一系列的原因主要是：體制還不是很完善；法律法規(guī)也不是很健全等等,面對這些問題的所在,筆者提出了阜新市城鎮(zhèn)化中流動人口服務(wù)與管理的幾點對策：完善流動人口服務(wù)與管理的體制,明確管理機構(gòu)和體制(諸如出租房屋登記制度等),轉(zhuǎn)變管理理念優(yōu)化組織結(jié)構(gòu)；推行“暫改居”逐步推進流動人口享受市民待遇,建立以居住證為基礎(chǔ)的社會服務(wù)體系,結(jié)合本地區(qū)特點制定切合實際的政策；加強信息化建設(shè)提升動態(tài)服務(wù)管理水平,構(gòu)建流動人口信息服務(wù)平臺,對流動人口進行動態(tài)管理；下移流動人口服務(wù)與管理重心,拓展社區(qū)功能為流動人口服務(wù),下放權(quán)限行政管理中心進社區(qū)。
[Abstract]:Since China's reform and opening up, our country city and industrialization development in an increasingly fast pace, China has also appeared in a large number of migrant workers into the city's boom. Liaoning province Fuxin City, is in the northeastern region of China on behalf of the city scope of city transformation, now in twenty-first Century. Fuxin city has entered a period of rapid economic development, therefore, from 2000 to 2006, the number of floating population from 200 thousand growth to 800 thousand, from the rapid growth of Fuxin's floating population in the city, not only caused a challenge to the Fuxin municipal government of the city management level and capacity, but also provides fresh vitality for the development of the society and economy of Fuxin city so we enhance the problem of floating population in Fuxin city management and research is essential, and the research of floating population management The new mode, new system and new mechanism in the process of the development of social economy will make the floating population play a positive role and its practical significance.
This paper gets data from the actual investigation, the development trend of depicting the flowing population in Fuxin and its basic characteristics, on this basis, through the related theory of floating population service and management (such as: new public management theory, social class theory, service-oriented government theory) was studied. The focus is on the analysis and description of the present situation of the service and management of the floating population in Fuxin City, and then draw lessons from the foreign developed countries (such as the United States, Japan, France) after the advanced experience, puts forward some specific countermeasures of floating population service and management of Fuxin city urbanization. The author believes that now the floating population Fuxin city management has the following problems: light weight management services has not been fundamentally reversed; compared with the policy; floating population service and management system should be further Perfect; independent control of labor market should be further improved; the community function is not enough, the construction of public service system needs to be further in-depth, and the cause of this series are mainly: the system is not perfect; laws and regulations are not perfect and so on, in the face of these problems, the author puts forward some of the floating population service and Management Countermeasures of Fuxin city urbanization: improve the floating population service and management system, a clear management mechanism and system (such as rental housing registration system), change management concept to optimize the organizational structure; the implementation of the "temporary change in the gradually floating population to enjoy the public treatment, to establish a residence permit based on the social service system, combined with the local characteristics of the development of practical policy; to strengthen the construction of information technology improve dynamic service management, construction flow moving The platform of information service is to manage the floating population dynamically, to shift the focus of the service and management of the floating population, expand the community function, serve the floating population, decentralize the administrative authority, and enter the community.
