【摘要】：近年公安機(jī)關(guān)突發(fā)事件時(shí)有發(fā)生,不少形成了輿情危機(jī)。突發(fā)事件的輿情管理已成為新時(shí)期公安機(jī)關(guān)執(zhí)政能力的重要考驗(yàn)。尤其是微博、微信等新媒體出現(xiàn)并成為網(wǎng)絡(luò)輿論生成和傳播的主要平臺(tái),網(wǎng)絡(luò)輿論已占據(jù)公眾輿論的半壁江山。公安機(jī)關(guān)突發(fā)事件輿情管理不僅要守住傳統(tǒng)媒體這一輿論陣地,更要充分利用官方微博、微信等新媒體去占領(lǐng)突發(fā)事件網(wǎng)絡(luò)輿論的制高點(diǎn)和話語(yǔ)權(quán)。從尊重和保障公眾知情權(quán)出發(fā),用事實(shí)真相來(lái)回應(yīng)公眾關(guān)注的問(wèn)題,引導(dǎo)輿論向正面發(fā)展。要建立完善的輿情監(jiān)測(cè)研判機(jī)制,實(shí)現(xiàn)對(duì)突發(fā)事件輿情危機(jī)的早發(fā)現(xiàn)、早處置、早化解,力爭(zhēng)將危機(jī)消滅在萌芽狀態(tài)。本文在吸取了國(guó)內(nèi)外學(xué)者對(duì)危機(jī)管理和輿論研究的基礎(chǔ)上提出公安機(jī)關(guān)突發(fā)事件輿情管理的概念,分析了公安機(jī)關(guān)突發(fā)事件輿情的特點(diǎn),以公共管理學(xué)、傳播學(xué)、心理學(xué)等學(xué)科相關(guān)理論為依據(jù),以廣州火車站“5.6”暴力恐怖襲擊案和深圳“5.26”特大交通事故的輿情應(yīng)對(duì)進(jìn)行案例分析,探討當(dāng)前公安機(jī)關(guān)在突發(fā)事件輿情管理的內(nèi)在規(guī)律和主要問(wèn)題,并根據(jù)危機(jī)生命周期等理論,提出了加強(qiáng)公安機(jī)關(guān)突發(fā)事件輿情管理的一般程序辦法和主要原則。
[Abstract]:In recent years, public security organs have occurred emergencies, a lot of public opinion crisis has been formed. The public opinion management of emergencies has become an important test of the power of the public security organs in the new period. In particular, the emergence of new media, such as micro-blog and WeChat, has become the main platform for the generation and dissemination of network public opinion, and the network public opinion has occupied half of the public opinion. Public security organs' public opinion management should not only keep the traditional media position, but also make full use of official micro-blog, WeChat and other new media to occupy the commanding heights and discourse power of unexpected public opinion. Starting from respect for and guaranteeing the right to know the public, the truth is used to respond to the issues of public concern and guide public opinion to a positive development. We should establish a sound public opinion monitoring and judgement mechanism to achieve early detection, early disposal and early settlement of public opinion crisis, and try to eliminate the crisis in the bud. This paper draw on the basis of domestic and foreign scholars on crisis management and public opinion on the concept of emergency management of public opinion of the public security organs, analyzes the characteristics of the public security organs to emergency public opinion, public management, communication, psychology and other disciplines related theory as the basis, to respond to public opinion and the Guangzhou Railway Station "5.6" terrorist attacks and violence Shenzhen "5.26" accident case analysis, discusses the current public security organs in the inherent laws and the main problems of emergency management of public opinion, and on the basis of crisis life cycle theory, put forward to strengthen the emergency management of public opinion of the public security organs to the general procedure and main principles.
