【摘要】：效能評(píng)估對(duì)于裝備的研制、生產(chǎn)和使用各階段都具有重要意義。本課題旨在嘗試運(yùn)用模型方法評(píng)估單項(xiàng)野戰(zhàn)衛(wèi)生裝備效能。 研究首先調(diào)研了國(guó)內(nèi)外裝備效能領(lǐng)域的基本情況和常用方法，結(jié)合我軍野戰(zhàn)衛(wèi)生裝備現(xiàn)狀和以往效能評(píng)估經(jīng)驗(yàn)，對(duì)比論證了模型方法是當(dāng)前最適合的單項(xiàng)裝備效能評(píng)估方法。模型主要借鑒了在裝備效能評(píng)估領(lǐng)域最常用的美國(guó)武器系統(tǒng)效能咨詢委員會(huì)(WSEIAC)的ADC模型，在分析論證模型概念的基礎(chǔ)上提出效能結(jié)構(gòu)的概念，并根據(jù)效能結(jié)構(gòu)將野戰(zhàn)衛(wèi)生裝備分為七類(lèi)，分別建立了各類(lèi)裝備的效能結(jié)構(gòu)模型。而后對(duì)結(jié)論進(jìn)行了兩輪專(zhuān)家咨詢，獲得多數(shù)專(zhuān)家的肯定。接著對(duì)量化問(wèn)題作了分析和分類(lèi)，，在調(diào)研權(quán)威資料的基礎(chǔ)上，選擇了同類(lèi)問(wèn)題中最常用的量化方法。最后以野戰(zhàn)消毒滅菌掛車(chē)為例進(jìn)行了試評(píng)估，對(duì)模型及量化方法進(jìn)行了驗(yàn)證。
[Abstract]:Effectiveness evaluation is of great significance to the development, production and use of equipment. The purpose of this paper is to use the model method to evaluate the effectiveness of single field health equipment. Firstly, the basic situation and common methods in the field of equipment effectiveness at home and abroad are investigated. Combined with the present situation of military field health equipment and the experience of efficiency evaluation in the past, it is proved that the model method is the most suitable single equipment efficiency evaluation method at present. The model mainly draws lessons from the ADC model of the American weapon system effectiveness Advisory Committee (WSEIAC), which is commonly used in the field of equipment effectiveness evaluation, and puts forward the concept of effectiveness structure on the basis of analyzing and demonstrating the concept of the model. According to the efficiency structure, the field health equipment is divided into seven categories, and the efficiency structure model of each kind of equipment is established. Then the conclusion of two rounds of expert consultation, the majority of experts confirmed. Then the quantitative problems are analyzed and classified, and the most commonly used quantitative methods are selected on the basis of the authoritative data. Finally, an example of field disinfection and sterilization trailer is given, and the model and quantitative method are verified.
