基于數(shù)據(jù)包絡分析的軍隊醫(yī)院藥學部門效率評價

【摘要】:目的:評價軍隊醫(yī)院藥學部門的相對效率,為醫(yī)院合理配置藥學資源提供決策參考。方法:運用數(shù)據(jù)包絡分析方法(DEA),以藥學人員、設施設備、實際使用面積、發(fā)展建設經(jīng)費為投入要素,以藥品收費、臨床藥學服務、藥學信息服務、學術成果、科研活動等為產(chǎn)出要素,評價71家軍隊醫(yī)院藥學部門的生產(chǎn)效率,對不同經(jīng)濟條件假設下的評價結果進行效率分解,以評估各部門的規(guī)模效率、要素處置效率和純技術效率;結果:數(shù)據(jù)包絡分析表明28家醫(yī)院的藥學部門相對效率值為1,DEA有效,43家醫(yī)院藥學部門相對效率1,投入要素存在效率損失;多元線性回歸分析表明,醫(yī)院編制等級、醫(yī)院病床展開數(shù)、臨床藥師下臨床的時間、人員新進率、本科以上學歷的藥學專業(yè)技術人員比例、病床使用率等因素與5項產(chǎn)出要素值相關,并建立5個多元線性回歸方程;Pearsonχ2檢驗表明規(guī)模效率、要素處置效率和純技術效率相對無效的藥學部門在不同的醫(yī)院編制等級中的分布差異有統(tǒng)計學意義,要素處置效率、純技術效率相對無效的藥學部門在不同地區(qū)的分布差異有統(tǒng)計學意義;Pear-son兩兩相關分析結果表明藥學部門DEA相對效率值與醫(yī)院等級相關,與醫(yī)院所屬地區(qū)和所在城市無關。結論:軍隊醫(yī)院的編制等級以及由此引起的資源和技術力量的有效配置可能是藥學部門提高效率的關鍵因素。
[Abstract]:Objective: To evaluate the relative efficiency of pharmaceutical departments in military hospitals, and to provide a decision reference for rational allocation of pharmaceutical resources in hospitals. Methods: using data envelopment analysis (DEA), pharmaceutical personnel, facilities and equipment, actual use area, development and construction funds are the input factors, drug charge, clinical pharmacy service, pharmaceutical information service and academic achievements. Scientific research activities were used as output factors to evaluate the production efficiency of the Pharmaceutical Department of 71 military hospitals and to decompose the evaluation results under the hypothesis of different economic conditions to evaluate the efficiency of each department, the efficiency of factors disposal and the pure technical efficiency. The results of data envelopment analysis showed that the relative efficiency of the Pharmaceutical Department of the 28 hospitals was 1, DEA Effective, the relative efficiency of the Pharmaceutical Department of 43 hospitals was 1, and the input factors had the efficiency loss. The multiple linear regression analysis showed that the hospital compilation grade, the hospital bed unfolding, the clinical pharmacist's clinical time, the new rate of personnel, the proportion of pharmaceutical technical personnel with the bachelor degree or above, the use rate of the sick bed were related to the 5 output factors. 5 multiple linear regression equations were established, and the Pearson chi 2 test showed that the distribution difference of pharmaceutical department in different hospital levels was statistically significant, and the distribution difference between the pure technical efficiency and the pure technical efficiency in different areas was different. Statistical significance; Pear-son 22 correlation analysis shows that the relative efficiency value of the pharmaceutical department DEA is related to the hospital level, and is not related to the area of the hospital and the city. Conclusion: the level of military hospitals and the effective allocation of resources and technical forces from the military hospitals may be the key factors for the efficiency of the pharmaceutical department.
