【摘要】：未來(lái)高技術(shù)條件下局部戰(zhàn)爭(zhēng)中 ,部隊(duì)實(shí)施戰(zhàn)役機(jī)動(dòng)時(shí)行動(dòng)突然 ,方式多樣 ,且遠(yuǎn)距離甚至跨區(qū)機(jī)動(dòng) ,極易遭敵火力特別是高技術(shù)武器的襲擊 ,由于衛(wèi)生防疫保障準(zhǔn)備時(shí)間短 ,內(nèi)容復(fù)雜 ,故必須深入研究其保障對(duì)策 ,以降低官兵傷亡 ,提高部隊(duì)?wèi)?zhàn)斗力。本文就此著重論述了如下三個(gè)方面問(wèn)題 :(1)部隊(duì)?wèi)?zhàn)役機(jī)動(dòng)行動(dòng)突然 ,衛(wèi)生防疫保障應(yīng)具有快速高效反應(yīng)能力。要重點(diǎn)建設(shè)一定數(shù)量的 ,具有快速高效反應(yīng)的衛(wèi)生防疫隊(duì)伍 ,完善機(jī)動(dòng)時(shí)各階段的衛(wèi)生防疫保障處置預(yù)案 ,優(yōu)先改善擔(dān)負(fù)戰(zhàn)役機(jī)動(dòng)部隊(duì)的衛(wèi)生防疫裝備 ,突出快速偵檢和野戰(zhàn)便攜防疫器材的配備 ,同時(shí)要注重通過(guò)不同途徑提高衛(wèi)生防疫人員的綜合素質(zhì)。 (2 )戰(zhàn)役機(jī)動(dòng)方式多樣 ,部隊(duì)衛(wèi)生防疫保障必須與戰(zhàn)役機(jī)動(dòng)布勢(shì)同步。應(yīng)根據(jù)機(jī)動(dòng)時(shí)的任務(wù)、方向、地區(qū)預(yù)建衛(wèi)生信息管理自動(dòng)化系統(tǒng) ,使信息流上下、左右、縱橫互聯(lián) ,要重點(diǎn)突出摩托化機(jī)動(dòng)時(shí)的各項(xiàng)衛(wèi)生防疫保障措施 ,充分依托地方衛(wèi)生防疫部門(mén) ,形成聯(lián)動(dòng)聯(lián)勤軍民一體的衛(wèi)生防疫保障模式。 (3)戰(zhàn)役機(jī)動(dòng)途徑環(huán)境惡劣 ,衛(wèi)生防疫保障應(yīng)突出特殊傷病的預(yù)防與救治。要大力強(qiáng)化官兵的體能訓(xùn)練和體育鍛煉 ,加強(qiáng)官兵身心素質(zhì)的養(yǎng)成。通過(guò)各種方式提高部隊(duì)官兵的自我保障意識(shí)。應(yīng)根據(jù)機(jī)動(dòng)的需要建立特殊傷病防治機(jī)構(gòu)及各類(lèi)特殊傷病防治
[Abstract]:During the local war in the future high technology, the forces in the local war have a sudden action, a variety of ways, and a long distance even across the region. It is very easy to be attacked by the enemy fire, especially the high-tech weapons. Because of the short preparation time and complex content of the health and epidemic prevention support, it is necessary to study its safeguard measures so as to reduce the casualties of the officers and soldiers. The following three aspects are discussed in this paper: (1) the sudden maneuver action of the army campaign, the health and epidemic prevention support should have the ability to respond quickly and efficiently. To focus on building a certain number of health and epidemic prevention teams with rapid and efficient response, the plan for health and epidemic prevention and treatment in various stages of maneuver is perfected. We should give priority to improving the health and anti epidemic equipment for the campaign mobile troops, and highlight the rapid detection and the equipment of the portable epidemic prevention equipment. At the same time, we should pay more attention to improving the comprehensive quality of the health and epidemic prevention personnel through different ways. (2) the various operational modes of the campaign, the protection of the army's health and epidemic prevention must be synchronized with the campaign mobility. Task, direction, area pre built health information management automation system, make information flow up and down, left and right, cross and cross, should focus on all kinds of health and epidemic prevention measures when motorization is motorized, fully rely on local health and epidemic prevention departments, form a combination of joint service and civilian health protection protection mode.
