【摘要】：目的探索聯(lián)勤體制下軍兵種疾病監(jiān)測工作的新思路、新模式。方法結合目前軍兵種工作實際 ,分析聯(lián)勤體制下軍兵種疾病監(jiān)測面臨的新情況、新問題 ,提出加強軍兵種疾病監(jiān)測工作的建議。結果根據(jù)工作實際現(xiàn)狀 ,當前軍兵種疾病監(jiān)測工作面臨的主要問題是 :疫情報告及疾病監(jiān)測時效性差 ,疫情信息網絡覆蓋面小 ,部隊醫(yī)療衛(wèi)生單位自主性差 ,難于對傳染病尤其是不明原因傳染病作出預警 ,落實疾病監(jiān)測制度尚存在一些問題 ;并就聯(lián)勤體制下如何加強軍兵種疾病監(jiān)測工作提出幾點思考 :(1)完善更新法制規(guī)范 ,建立完整統(tǒng)一有效的疾病監(jiān)測體系 ;(2 )明確各級職責 ,理順關系 ,多方參與 ;(3)加強網絡建設 ,建立和完善覆蓋面廣、速度快、信息多向流動的疾病監(jiān)測信息網絡 ;(4)加強部隊醫(yī)療衛(wèi)生單位建設 ,提高自主衛(wèi)生防病能力 ;(5 )開展具有自身特色的軍兵種疾病監(jiān)測研究。結論提出的思考和建議 ,對加強疾病監(jiān)測信息溝通 ,建立完善疾病監(jiān)測信息系統(tǒng) ,確保軍兵種的疾病監(jiān)測工作信息化、網絡化有一定參考價值。
[Abstract]:Objective to explore a new way and mode of disease surveillance in the army and arms under the joint service system. Methods based on the actual situation of the present service and arms, the new situation and problems of disease surveillance in the army and arms under the joint service system were analyzed, and some suggestions were put forward to strengthen the disease surveillance in the service and arms. Results according to the actual situation of the work, the main problems facing the disease surveillance in the army and arms are: the time effectiveness of the epidemic situation report and disease surveillance is poor, the coverage of the epidemic information network is small, and the autonomy of the medical and health units in the army is poor. It is difficult to make early warning of infectious diseases, especially those with unknown causes, and there are still some problems in the implementation of the disease surveillance system, and some considerations are put forward on how to strengthen the surveillance of diseases in the army and arms under the joint service system: (1) to improve and update the legal system, Establish a complete, unified and effective disease surveillance system; (2) clarify responsibilities at all levels, straighten out relationships, participate in multiple parties; (3) strengthen network construction, establish and improve coverage and speed, Multi-directional information flow disease surveillance information network; (4) to strengthen the building of medical and health units, improve the ability of independent health and disease prevention; (5) to carry out its own characteristics of disease surveillance research in the arms and arms. Conclusion the thoughts and suggestions are valuable for strengthening the communication of disease surveillance information, establishing and perfecting the disease surveillance information system, and ensuring the information of disease surveillance in the army and arms.
