【摘要】：經(jīng)濟(jì)運(yùn)行機(jī)制是由經(jīng)濟(jì)系統(tǒng)的內(nèi)在結(jié)構(gòu)及其制約關(guān)系所決定的,同時(shí)與外部環(huán)境的制約有著密切的關(guān)系。醫(yī)療機(jī)構(gòu)經(jīng)濟(jì)運(yùn)行機(jī)制是醫(yī)院經(jīng)濟(jì)管理主體系統(tǒng)根據(jù)其經(jīng)濟(jì)發(fā)展的任務(wù)要求,依照客觀經(jīng)濟(jì)規(guī)律和實(shí)際條件,運(yùn)用適當(dāng)?shù)姆椒�、手段發(fā)揮管理職能,引導(dǎo)對(duì)象系統(tǒng)地進(jìn)行物質(zhì)轉(zhuǎn)換,實(shí)現(xiàn)其經(jīng)濟(jì)發(fā)展目標(biāo)的內(nèi)在機(jī)理及工作方式。醫(yī)療機(jī)構(gòu)的經(jīng)濟(jì)運(yùn)行機(jī)制包括經(jīng)濟(jì)運(yùn)行目標(biāo)、經(jīng)濟(jì)決策權(quán)限、經(jīng)濟(jì)活動(dòng)、經(jīng)濟(jì)調(diào)節(jié)和技術(shù)信息,他們之間互相聯(lián)系又互相制約。要使整個(gè)衛(wèi)生經(jīng)濟(jì)運(yùn)行生氣勃勃又有條不紊,就必須建立起有責(zé)任、有激勵(lì)、有約束、有競(jìng)爭(zhēng)、有活力的新運(yùn)行機(jī)制。 面臨著國(guó)家醫(yī)療保險(xiǎn)制度、醫(yī)療衛(wèi)生體制和藥品流通體制改革三管齊下的新的形式,醫(yī)院經(jīng)營(yíng)正在經(jīng)歷前所未有的挑戰(zhàn),醫(yī)院要生存、要發(fā)展,就必須強(qiáng)化管理,進(jìn)一步改革和完善醫(yī)院內(nèi)部已越來越不適應(yīng)社會(huì)經(jīng)濟(jì)發(fā)展需要的經(jīng)濟(jì)運(yùn)行機(jī)制。本文旨在通過比較軍隊(duì)醫(yī)院和地方醫(yī)院經(jīng)濟(jì)運(yùn)行機(jī)制改革的背景及軍地醫(yī)院在經(jīng)濟(jì)運(yùn)行機(jī)制改革方面所取得的成效,理性分析制約軍地醫(yī)院經(jīng)濟(jì)運(yùn)行機(jī)制改革的相關(guān)因素。借鑒地方醫(yī)院的改革經(jīng)驗(yàn),探討進(jìn)一步深化軍隊(duì)醫(yī)院經(jīng)濟(jì)運(yùn)行機(jī)制改革的必要性,并提出具體的建議和對(duì)策。
[Abstract]:The mechanism of economic operation is determined by the internal structure of economic system and its restriction relationship, and it is closely related to the restriction of external environment at the same time. The economic operation mechanism of medical institutions is that the main body system of hospital economic management exerts its management function according to the demands of its economic development, according to the objective economic laws and actual conditions, using appropriate methods and means. The internal mechanism and working mode of guiding the object to carry on the material transformation systematically to realize its economic development goal. The economic operation mechanism of medical institutions includes economic operation objectives, economic decision-making authority, economic activities, economic regulation and technical information. In order to make the whole health economy run vigorously and methodically, it is necessary to establish a new operating mechanism with responsibility, encouragement, restraint, competition and vitality. Faced with the new form of reform of the national medical insurance system, the medical and health system and the drug circulation system, hospital management is undergoing unprecedented challenges. If hospitals want to survive and develop, they must strengthen management. Further reform and improvement of the hospital internal economic operation mechanism has become more and more inadequate to meet the needs of social and economic development. The purpose of this paper is to compare the background of economic operation mechanism reform between military hospitals and local hospitals and the achievements of military and local hospitals in the reform of economic operation mechanism, and to rationally analyze the relevant factors that restrict the reform of economic operation mechanism of military and local hospitals. Using the experience of local hospitals for reference, this paper discusses the necessity of deepening the reform of economic operation mechanism of military hospitals, and puts forward some concrete suggestions and countermeasures.
