【摘要】: 本文以中國(guó)社會(huì)醫(yī)療保險(xiǎn)制度改革的實(shí)際目標(biāo)為出發(fā)點(diǎn),通過(guò)對(duì)軍隊(duì)離休干部醫(yī)療保障現(xiàn)狀的具體分析,運(yùn)用調(diào)查統(tǒng)計(jì)、綜合分析、案例分析、比較分析、矛盾分析的方法,在分析我軍醫(yī)療保障的現(xiàn)狀和外軍進(jìn)行后勤社會(huì)化保障的經(jīng)驗(yàn)教訓(xùn)的基礎(chǔ)上,結(jié)合相關(guān)的經(jīng)濟(jì)學(xué)理論、管理學(xué)理論和公共服務(wù)社會(huì)化原理,對(duì)我軍離休干部推行社會(huì)化醫(yī)療保障改革的可行性與必要性進(jìn)行了研究。同時(shí),分別從經(jīng)濟(jì)學(xué)、管理學(xué)、公共關(guān)系學(xué)的角度闡述了軍隊(duì)離休干部社會(huì)醫(yī)療保障制度的理論基礎(chǔ)。分析了評(píng)價(jià)醫(yī)療保障制度的公平、效率和適應(yīng)性原則以及影響醫(yī)療保障制度模式選擇的經(jīng)濟(jì)、社會(huì)、政治與文化因素。通過(guò)對(duì)軍隊(duì)離休干部醫(yī)療保障系統(tǒng)外部環(huán)境和內(nèi)部因素分析,提出軍隊(duì)離休干部社會(huì)醫(yī)療保障的主要構(gòu)想,并提出與我國(guó)經(jīng)濟(jì)發(fā)展和我軍現(xiàn)代化建設(shè)相適應(yīng)的社會(huì)化醫(yī)療保障應(yīng)采取的模式和評(píng)價(jià)準(zhǔn)則,以及社會(huì)化保障實(shí)施的制約因素和應(yīng)對(duì)策略。本文提出的軍隊(duì)離休干部社會(huì)醫(yī)療保障模式是以實(shí)現(xiàn)基本醫(yī)療保障為目標(biāo),建立一個(gè)多層次、開(kāi)放式的社會(huì)醫(yī)療保障制度體系。具體說(shuō)來(lái),以社會(huì)醫(yī)療保險(xiǎn)制度為主體,以醫(yī)療救助和商業(yè)醫(yī)療保險(xiǎn)為補(bǔ)充,擴(kuò)大軍隊(duì)離休干部社會(huì)醫(yī)療保險(xiǎn)的覆蓋面,體現(xiàn)多層次需求,盡量為最大多數(shù)軍隊(duì)離休干部提供基本醫(yī)療保障?紤]軍隊(duì)離休干部是老年人、較低收入人群和社會(huì)弱勢(shì)群體醫(yī)療保障的特殊性,建立以國(guó)家財(cái)政支出為主的醫(yī)療保障統(tǒng)籌機(jī)制。并從系統(tǒng)運(yùn)行的角度考察了軍隊(duì)離休干部社會(huì)醫(yī)療保險(xiǎn)的關(guān)系要素,管理和保障制度實(shí)施的法制、相關(guān)體制改革等外部因素。最后,針對(duì)國(guó)防科技大學(xué)軍隊(duì)離休干部醫(yī)療保障的案例,結(jié)合本文設(shè)想的軍隊(duì)離休干部社會(huì)醫(yī)療保障模式進(jìn)行了實(shí)證分析,得出軍隊(duì)離休干部社會(huì)醫(yī)療保障模式不僅能解決實(shí)際問(wèn)題,也為推動(dòng)軍隊(duì)社會(huì)化醫(yī)療保障的進(jìn)一步發(fā)展有十分重要的意義。
[Abstract]:This article takes the actual goal of the reform of China's social medical insurance system as the starting point, through the concrete analysis of the current situation of medical security for retired military cadres, applies the methods of investigation and statistics, comprehensive analysis, case analysis, comparative analysis and contradiction analysis. On the basis of analyzing the current situation of medical security in our army and the experience and lessons of logistics socialization in foreign armies, combining the relevant economic theory, management theory and the principle of socialization of public service, The feasibility and necessity of socialized medical security reform for retired cadres of our army are studied. At the same time, from the angle of economics, management and public relations, this paper expounds the theoretical basis of the social medical security system for retired military cadres. This paper analyzes the principles of fairness, efficiency and adaptability of the evaluation of medical security system and the economic, social, political and cultural factors that affect the choice of medical security system model. Based on the analysis of the external environment and internal factors of the medical security system for retired military cadres, the main ideas of social medical security for retired military cadres are put forward. The mode and evaluation criterion of socialized medical security, which should be adopted in accordance with the economic development of our country and the modernization of our army, as well as the restrictive factors and countermeasures of the implementation of social security are put forward. The model of social medical security for retired military cadres proposed in this paper aims at realizing basic medical security and establishes a multi-level and open social medical security system. Specifically, taking the social medical insurance system as the main body and taking medical assistance and commercial medical insurance as a supplement, the coverage of social medical insurance for retired military cadres will be expanded to reflect the multi-level demand. As far as possible for the largest number of retired military cadres to provide basic medical care. Considering the particularity of medical security for the retired army cadres who are the old people, the lower income group and the social vulnerable group, the overall medical security mechanism, which is based on the state financial expenditure, is established. From the point of view of system operation, this paper examines the relative factors of social medical insurance for retired military cadres, the legal system of the implementation of management and security system, and other external factors such as the relevant system reform. Finally, according to the case of medical security for retired military cadres in the University of National Defense Science and Technology, this paper makes an empirical analysis on the model of social medical security for retired military cadres as envisaged in this paper. It is concluded that the model of social medical security for retired military cadres can not only solve practical problems, but also play an important role in promoting the further development of socialized medical security in the army.
