某部隊(duì)醫(yī)院運(yùn)營(yíng)現(xiàn)狀分析與發(fā)展策略研究

【摘要】:研究目的:通過(guò)分析某部隊(duì)醫(yī)院運(yùn)行現(xiàn)狀,探究該部隊(duì)醫(yī)院運(yùn)營(yíng)過(guò)程中存在的問(wèn)題,分析問(wèn)題產(chǎn)生的根源,提出相應(yīng)的解決方案,推動(dòng)醫(yī)院健康發(fā)展。 研究方法: 一、資料收集方法:文獻(xiàn)回顧及綜述法:通過(guò)文獻(xiàn)查閱,梳理影響部隊(duì)醫(yī)院發(fā)展的宏觀政策,明確部隊(duì)醫(yī)院現(xiàn)在面臨的政策環(huán)境。 通過(guò)醫(yī)療機(jī)構(gòu)調(diào)查,回顧性了解醫(yī)院近幾年來(lái)的醫(yī)療開(kāi)展情況。 通過(guò)問(wèn)卷調(diào)查,了解工作人員的工作狀態(tài),側(cè)面體現(xiàn)醫(yī)院發(fā)展情況,收集就診病人的意見(jiàn)反映醫(yī)院的醫(yī)療情況。 通過(guò)焦點(diǎn)組討論,訪談了解醫(yī)院的工作人員對(duì)醫(yī)院狀態(tài)的認(rèn)同情況。通過(guò)頭腦風(fēng)暴法召集現(xiàn)役軍人及招聘的職工分組討論對(duì)醫(yī)院運(yùn)營(yíng)狀態(tài)的看法,收集整理分析他們對(duì)醫(yī)院的意見(jiàn)建議。 通過(guò)定性訪談,與3名退休返聘的原醫(yī)院的科主任、副院長(zhǎng)和14名2000年后轉(zhuǎn)業(yè)到地方的原醫(yī)院醫(yī)務(wù)人員進(jìn)行訪談,了解他們對(duì)醫(yī)院的看法與建議,幫助完善對(duì)醫(yī)院的診斷。 二、資料分析方法:1.采用歸納分析法對(duì)醫(yī)院各崗位工作人員工作狀態(tài)進(jìn)行描述;2.通過(guò)描述性和分析性的統(tǒng)計(jì)方法對(duì)相關(guān)資料進(jìn)行定量分析。 結(jié)果:通過(guò)系統(tǒng)性地回顧分析國(guó)內(nèi)部隊(duì)中小醫(yī)院發(fā)展環(huán)境,從宏觀政策的層面看:部隊(duì)醫(yī)院,特別是中小部隊(duì)醫(yī)院的生存和發(fā)展,受宏觀政策的影響很大,一方面是裁軍,精兵政策下進(jìn)行的三次大規(guī)模裁軍縮減了中小部隊(duì)醫(yī)院的編制,制約了部隊(duì)基層醫(yī)院的發(fā)展,另一方面是地方現(xiàn)行的醫(yī)改政策,限制了地方病人到中小部隊(duì)醫(yī)院就診。通過(guò)對(duì)定量與定性的分析整理發(fā)現(xiàn)該部隊(duì)醫(yī)院存在的一些問(wèn)題:1.醫(yī)院設(shè)備設(shè)施較落后,衛(wèi)生服務(wù)提供能力受限;2.醫(yī)院的業(yè)務(wù)量明顯下降,總體競(jìng)爭(zhēng)力不強(qiáng);3.工作人員對(duì)醫(yī)院整體運(yùn)營(yíng)情況滿意度不高;4.醫(yī)院缺乏科學(xué)的人力資源管理方法。針對(duì)存在的問(wèn)題,探討在該部隊(duì)醫(yī)院中強(qiáng)化人力資源管理,通過(guò)科學(xué)的管理培育醫(yī)院的核心競(jìng)爭(zhēng)力,注重醫(yī)院文化的建設(shè),加強(qiáng)醫(yī)德醫(yī)風(fēng)建設(shè),建立和諧醫(yī)患關(guān)系,促進(jìn)醫(yī)院的良性健康發(fā)展。 結(jié)論:該部隊(duì)醫(yī)院由于宏觀政策的調(diào)整和微觀管理制度與方法的不善,未能妥善解決發(fā)展過(guò)程中暴露出來(lái)的問(wèn)題,導(dǎo)致了醫(yī)院在近幾年的運(yùn)營(yíng)效率和水平下降。研究發(fā)現(xiàn)改進(jìn)人力資源管理將提升醫(yī)護(hù)人員的工作積極性,能夠帶來(lái)更多的經(jīng)濟(jì)效益和社會(huì)效益,提高患者滿意度。
[Abstract]:Objective: to analyze the current situation of a military hospital, explore the existing problems in the operation of the military hospital, analyze the root causes of the problems, and put forward corresponding solutions to promote the healthy development of the hospital. Research methods: First, data collection method: literature review and review method: through literature review, combing the macro policies that affect the development of military hospitals, and clarifying the policy environment that military hospitals are now facing. Through the investigation of medical institutions, a retrospective understanding of hospital medical development in recent years. Through the questionnaire survey, we can find out the working status of the staff, reflect the development of the hospital, and collect the opinions of the patients to reflect the medical situation of the hospital. Through focus group discussions, interviews were conducted to understand hospital staff's recognition of hospital status. Through brainstorming, the group of active servicemen and the recruited staff were gathered to discuss their views on hospital operation, and their opinions and suggestions on hospital were collected and analyzed. Through qualitative interviews, the author interviewed three retired hospital directors, the vice president and 14 medical staff who had switched to local hospitals after 2000 to find out their opinions and suggestions on the hospital and to help improve the diagnosis of the hospital. Data analysis method: 1. Inductive analysis method is used to describe the working status of each post staff in the hospital. Quantitative analysis of relevant data was carried out by descriptive and analytical statistical methods. Results: through a systematic review and analysis of the development environment of small and medium-sized military hospitals in China, from the macro policy level, the survival and development of military hospitals, especially those of small and medium-sized military hospitals, were greatly affected by macro policies, on the one hand, disarmament. The three large-scale disarmamentsconducted under the policy of elite soldiers have reduced the establishment of small and medium-sized military hospitals, restricted the development of military basic-level hospitals, and on the other hand, the current local medical reform policies have restricted local patients from seeing doctors in small and medium-sized military hospitals. Through quantitative and qualitative analysis, we found that there are some problems in the army hospital: 1. Hospital equipment and facilities are relatively backward, and the ability to provide health services is limited. The business volume of the hospital drops obviously, the overall competition ability is not strong 3. Staff satisfaction with the overall operation of the hospital is not high. The hospital lacks the scientific human resource management method. In view of the existing problems, this paper discusses how to strengthen the management of human resources in the hospital of the army, cultivate the core competitiveness of the hospital through scientific management, pay attention to the construction of hospital culture, strengthen the construction of medical ethics, and establish a harmonious relationship between doctors and patients. To promote the healthy development of hospitals. Conclusion: due to the adjustment of macro policy and the poor micromanagement system and methods, the problems exposed in the course of development have not been solved properly, which has resulted in the decline of the hospital's operating efficiency and level in recent years. It is found that the improvement of human resource management will enhance the enthusiasm of medical staff, bring more economic and social benefits, and improve patient satisfaction.
