【摘要】：目的:評(píng)價(jià)軍隊(duì)醫(yī)院可持續(xù)發(fā)展能力,科學(xué)解釋衛(wèi)生資源配置結(jié)構(gòu)與醫(yī)療經(jīng)濟(jì)合理增長以及醫(yī)院可持續(xù)發(fā)展的內(nèi)涵關(guān)系。方法:對(duì)某區(qū)域23所綜合醫(yī)院1996～2000年衛(wèi)生資源現(xiàn)況進(jìn)行調(diào)研,采用計(jì)量經(jīng)濟(jì)學(xué)評(píng)價(jià)模型與邏輯模型構(gòu)建評(píng)價(jià)框架,對(duì)該23所醫(yī)院進(jìn)行可持續(xù)發(fā)展現(xiàn)況的評(píng)價(jià)。結(jié)果:軍隊(duì)醫(yī)院可持續(xù)發(fā)展的基本理論框架為在外生性衛(wèi)生資源獲得一定總量的基礎(chǔ)上,通過外生性衛(wèi)生資源結(jié)構(gòu)優(yōu)化,獲得內(nèi)生性衛(wèi)生資源總量增加,從而轉(zhuǎn)變外生性經(jīng)濟(jì)增長為內(nèi)生性經(jīng)濟(jì)增長,實(shí)現(xiàn)可持續(xù)發(fā)展。軍隊(duì)醫(yī)院可持續(xù)發(fā)展的系統(tǒng)性問題是以外生性衛(wèi)生資源總量增加為特征的外生性經(jīng)濟(jì)增長,表現(xiàn)為效率低下。軍隊(duì)醫(yī)院可持續(xù)發(fā)展的表征評(píng)價(jià):模式是集約經(jīng)濟(jì)增長,能力是臨床學(xué)科綜合水平,基礎(chǔ)是高級(jí)衛(wèi)生人力資源,核心是醫(yī)院科技進(jìn)步,標(biāo)志是醫(yī)院綜合競(jìng)爭(zhēng)力。結(jié)論:軍隊(duì)醫(yī)院可持續(xù)發(fā)展正處于由資源總量增加帶動(dòng)的外生性經(jīng)濟(jì)增長到資源結(jié)構(gòu)優(yōu)化帶動(dòng)的內(nèi)生性經(jīng)濟(jì)增長、規(guī)模發(fā)展到可持續(xù)發(fā)展的轉(zhuǎn)型時(shí)期,即具備了規(guī)模效益的基礎(chǔ),顯現(xiàn)了集約發(fā)展模式的趨勢(shì),是實(shí)現(xiàn)可持續(xù)發(fā)展的關(guān)鍵時(shí)期。
[Abstract]:Objective: to evaluate the ability of sustainable development of military hospitals and explain scientifically the relationship between the allocation structure of health resources and the rational growth of medical economy and the sustainable development of hospitals.Methods: the present situation of health resources in 23 general hospitals in a certain region from 1996 to 2000 was investigated. The evaluation framework was constructed by using econometric evaluation model and logical model to evaluate the status of sustainable development in 23 hospitals.Results: the basic theoretical framework of sustainable development of military hospitals was based on the total quantity of exogenous health resources, and the total amount of endogenous health resources was increased by optimizing the structure of exogenous health resources.Thus transforming exogenous economic growth into endogenous economic growth to achieve sustainable development.The systemic problem of the sustainable development of military hospitals is the external economic growth characterized by the increase of the total amount of exogenous health resources, which is characterized by inefficiency.Evaluation of the sustainable development of military hospitals: the model is intensive economic growth, the ability is the comprehensive level of clinical subjects, the basis is advanced health human resources, the core is the scientific and technological progress of hospitals, and the symbol is the comprehensive competitiveness of hospitals.Conclusion: the sustainable development of military hospitals is in the transition period of sustainable development from the external economic growth driven by the increase of total resources to the endogenous economic growth driven by the optimization of the resource structure.That is to say, it has the foundation of scale benefit and the trend of intensive development mode, which is the key period to realize sustainable development.
