【摘要】： 當今時代,海嘯、颶風、地震、恐怖主義等非傳統(tǒng)安全威脅凸顯,給人類帶來了巨大災難和損失,影響著國家和地區(qū)的安全與穩(wěn)定,迫使軍隊職能不斷向新的方向延伸和拓展。世界各國普遍意識到,軍隊作為國家安全極為重要的戰(zhàn)略資源,利用其力量實施非戰(zhàn)爭軍事行動,既是國家戰(zhàn)略的需要,也有利于軍隊在和平時期提升安全價值、彰顯軍隊的特殊地位和作用。因此,遂行非戰(zhàn)爭軍事行動日益成為國家軍事力量運用的重要方式和常態(tài)化課題。軍隊衛(wèi)勤作為非戰(zhàn)爭軍事行動的重要力量,在非戰(zhàn)爭軍事行動中占有舉足輕重的地位,發(fā)揮著不可替代的作用。美軍在世界上首先提出了“非戰(zhàn)爭軍事行動”的概念,形成了較完善的非戰(zhàn)爭軍事行動理論。繼美軍之后,俄羅斯、英國、德國、日本等國軍隊也提出了非戰(zhàn)爭軍事行動理論,并將其寫入作戰(zhàn)條令,作為軍隊的一項重要職能。相比之下,我軍的非戰(zhàn)爭軍事行動理論研究還處于起步階段,非戰(zhàn)爭軍事行動衛(wèi)勤保障理論和實踐都不夠成熟。因此,借鑒和吸收發(fā)達國家軍隊非戰(zhàn)爭軍事行動衛(wèi)勤保障體制對我軍具有非常重要的理論和現(xiàn)實意義。 本課題采用情報調(diào)研、專家咨詢、綜合歸納等情報學研究方法,以非戰(zhàn)爭軍事行動為背景,梳理了外軍和我軍非戰(zhàn)爭軍事行動理論的產(chǎn)生與發(fā)展;從組織指揮、醫(yī)療后送、衛(wèi)生防疫、心理救援和衛(wèi)生物資保障五個方面探討了外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制的現(xiàn)狀;分析評價了外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制的特點與經(jīng)驗;并在此基礎上回顧了我軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制的現(xiàn)狀,分析存在的問題,提出對我軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制建設的啟示。 本論文共分五個部分。 第一部分是非戰(zhàn)爭軍事行動理論發(fā)展及衛(wèi)勤保障特點探討。采用情報調(diào)研和綜合歸納的方法回顧了美軍非戰(zhàn)爭軍事行動理論的演化與發(fā)展,其他國家軍隊和我軍非戰(zhàn)爭軍事行動理論的產(chǎn)生與發(fā)展;分析評價了外軍非戰(zhàn)爭軍事行動理論;提出了外軍非戰(zhàn)爭軍事行動理論對我軍的借鑒;探討了非戰(zhàn)爭軍事行動衛(wèi)勤保障的特點。研究發(fā)現(xiàn),“非戰(zhàn)爭軍事行動”理論最早由美軍提出。美軍經(jīng)過不斷地探索實踐,對非戰(zhàn)爭軍事行動理論進行了深入研究,形成了較成熟的理論。美軍通過條令條例詳細闡述了非戰(zhàn)爭軍事行動的概念、內(nèi)容、類型、行動原則。除美軍外,俄羅斯、印度、英國、日本、德國等國軍隊也提出了相似的概念和理論。由于國家政治外交政策不同、軍事文化背景不同、軍隊性質(zhì)、宗旨、傳統(tǒng)不同,在同一個概念之下,不同軍隊之間存在巨大差別,對待非戰(zhàn)爭軍事行動理論研究應從我國國情出發(fā),辯證分析,在借鑒的基礎上形成我軍特色的理論體系。非戰(zhàn)爭軍事行動衛(wèi)勤保障的特點有:事件發(fā)生突然,要求衛(wèi)勤應急響應快速;行動形式多樣,衛(wèi)勤保障任務繁重;保障對象復雜,衛(wèi)勤組織指揮靠前;參與力量多元,衛(wèi)勤組織協(xié)調(diào)復雜;精神創(chuàng)傷嚴重,心理應激問題突出。 第二部分是外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制現(xiàn)狀研究。采用情報調(diào)研、綜合歸納、專家咨詢的方法分別從衛(wèi)勤組織指揮、醫(yī)療后送、衛(wèi)生防疫、心理救援和衛(wèi)生物資保障五個方面對外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制的特點、內(nèi)容及組織實施幾個方面進行梳理。研究結果表明,外軍非戰(zhàn)爭軍事行動衛(wèi)勤組織指揮納入國家應急指揮系統(tǒng),衛(wèi)勤組織指揮相關法律法規(guī)完善;醫(yī)療后送主要采用空運后送方式,后送階梯較少;衛(wèi)生防疫機構健全,軍隊流行病納入國家系統(tǒng)統(tǒng)一監(jiān)控;心理救援也納入國家層面管理,以法律形式明確軍隊心理救援的地位,并設有專門的心理救援機構和專業(yè)人員;將血液保障獨立于藥材保障,屬衛(wèi)生物資保障范疇。 第三部分是外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制分析與評價。對外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障的對象、地位、作用、保障模式及實踐進行了分析和評價,并探討了外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制的演化發(fā)展。通過分析發(fā)現(xiàn),外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障的對象包括軍隊人員、盟軍部隊、聯(lián)合國工作人員、文職雇員、預備役人員及本國和外國平民。外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障行動政治性強,保障地位突出;行動任務繁重,具有戰(zhàn)斗保障雙重職能;并通過法規(guī)制度明確衛(wèi)勤保障的地位。衛(wèi)勤保障的模式主要有以下幾種:納入國家體系統(tǒng)一管理,軍隊協(xié)助地方開展醫(yī)學救援,高度協(xié)同的醫(yī)學救援及主要依托軍隊衛(wèi)勤力量。通過對美國卡特里娜颶風災害救援、日本東京地鐵沙林中毒事件、前蘇聯(lián)切爾諾貝利核電站事件和印度洋海嘯災難等外軍參與的非戰(zhàn)爭軍事行動衛(wèi)勤保障的實踐進行分析,結果發(fā)現(xiàn),外軍近年來注重參與非戰(zhàn)爭軍事行動衛(wèi)勤保障的實踐和及時總結經(jīng)驗教訓,并不斷調(diào)整改革軍隊衛(wèi)勤保障體制,如設立新的職能機構,建立專業(yè)救援分隊和重視演習等。 第四部分是外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制借鑒研究。綜合分析了我軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制的現(xiàn)狀、實踐經(jīng)驗及存在的問題,提出了外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制對我軍的借鑒和啟示。研究發(fā)現(xiàn),我軍近年來對非戰(zhàn)爭軍事行動衛(wèi)勤保障工作進行了積極探索,積累了一些可貴的經(jīng)驗,但是在衛(wèi)勤保障體制方面還存在一些問題,如衛(wèi)勤組織指揮協(xié)調(diào)性不夠、空運后送組織協(xié)調(diào)機制不健全、衛(wèi)生防疫組織體制不完善、應急藥材保障體系不健全、缺乏健全的心理干預系統(tǒng)和心理干預機制、衛(wèi)生法規(guī)有待進一步完善等。在綜合分析我軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制現(xiàn)狀的基礎上,提出外軍非戰(zhàn)爭軍事行動衛(wèi)勤保障體制對我軍的啟示:①針對我軍實際,健全非戰(zhàn)爭軍事行動衛(wèi)勤保障體系。②著眼快速反應,建設適應多元任務的應急衛(wèi)勤力量。③采取相應對策,完善相關衛(wèi)生法規(guī)制度建設。④結合實踐經(jīng)驗,加強理論研究和教育訓練。 第五部分是主要研究結論與討論。簡要概括了本論文的主要研究結論,并提出了研究中存在的不足和局限性。
[Abstract]:In the present age , the non - traditional security threats , such as tsunami , hurricane , earthquake , terrorism and other non - war military operations , highlight the great disaster and loss to mankind , which affects the security and stability of the country and the region , and forces the military function to continue to extend and expand in the new direction .



Based on the information investigation , expert consultation , comprehensive induction and other information science research methods , this paper analyzes the present situation of the military non - war military operation theory from five aspects : organizational command , medical evacuation , health epidemic prevention , psychological rescue and health material security , and analyzes the present situation of the military non - war military operation security system , analyzes the existing problems , and puts forward the inspiration to the construction of the military non - war military operation security system .



This thesis is divided into five parts .



The first part discusses the evolution and development of non - war military action theory , the generation and development of non - war military action theory by military and military operations .



The second part is the present study of the security system of military operations in the field of non - war military operations in foreign troops . The characteristics , contents and organization of the military operations in the field of non - war military operations are summarized by means of intelligence investigation , medical evacuation , health epidemic prevention , psychological relief and health supplies . The results show that the command of the military non - war military operations is integrated into the national emergency command system , and the medical evacuation is integrated into the national system .



The third part is the analysis and evaluation of the security system of military operations in the field of non - war military operations of foreign troops . The object , position , function , guarantee pattern and practice of the military operations of foreign troops in non - war military operations are analyzed and evaluated .



On the basis of analyzing the present situation , the practical experience and the existing problems of the non - war military operation defense system of our army , this paper puts forward some useful lessons for our army in the field of non - war military operations .



The fifth part is the main research conclusion and discussion , summarizes the main research conclusion of this paper , and puts forward the shortcomings and limitations in the study .
