【摘要】：軍隊(duì)實(shí)行聯(lián)勤保障，已成為各國軍隊(duì)的共同發(fā)展趨勢。我軍自2000年1月推行以軍區(qū)為基礎(chǔ)的聯(lián)勤體制改革以來，，航空衛(wèi)生保障工作也發(fā)生了相應(yīng)的變化。本文概要的闡述了聯(lián)勤體制下航空衛(wèi)生保障的特點(diǎn)，探討了聯(lián)勤體制下航空衛(wèi)生保障的現(xiàn)狀及所面臨的問題，提出了在聯(lián)勤體制下進(jìn)一步完善并加強(qiáng)航空衛(wèi)生保障建設(shè)方面的措施。通過文獻(xiàn)調(diào)研、現(xiàn)狀調(diào)查，比較分析了聯(lián)勤前后航空衛(wèi)生保障在基層建設(shè)、醫(yī)院及療養(yǎng)院建設(shè)、部門協(xié)調(diào)、指導(dǎo)管理等方面的現(xiàn)狀及不足。在理論探討、專家咨詢、統(tǒng)計(jì)分析等研究基礎(chǔ)上針對聯(lián)勤體制下航空衛(wèi)生保障建設(shè)提出了三個方面17條具體的對策和建議：健全航空衛(wèi)生保障法規(guī)和完善航空衛(wèi)生保障體系方面包括聯(lián)勤部設(shè)立特勤衛(wèi)生處、聯(lián)勤部增加軍兵種干部、明確飛行員飛行結(jié)論的權(quán)限、明確飛行員體檢和健康鑒定責(zé)任、保持空中防線連續(xù)性共5條措施；加強(qiáng)設(shè)有空勤科醫(yī)院(療養(yǎng)院)建設(shè)方面包括落實(shí)空勤科建設(shè)制度、增加空勤科數(shù)量、加強(qiáng)空勤科人員培訓(xùn)、加強(qiáng)空勤科設(shè)備投入、與部隊(duì)建立幫帶關(guān)系、突出空勤醫(yī)療特色、加強(qiáng)解決實(shí)際問題的攻關(guān)科研、建立航醫(yī)輪訓(xùn)基地共8條措施；加強(qiáng)基層航空衛(wèi)生保障建設(shè)方面包括設(shè)立航衛(wèi)所、增加航醫(yī)數(shù)量、增加基層保障設(shè)備投入、加強(qiáng)基層保障人員培訓(xùn)共4條措施。為進(jìn)一步做好聯(lián)勤體制下的航空衛(wèi)生保障工作提供了科學(xué)合理的建議。
[Abstract]:The introduction of the joint logistics system has become the trend of the common development of the army. The army since January 2000 since the implementation of the military based logistics system reform, aeromedical has also undergone a corresponding change. This paper briefly describes the characteristics of aviation hygiene support under joint logistics system, discusses the present situation of aviation hygiene support under joint service system and the problems, proposed under the combined service system to further improve and strengthen the aviation sanitation support measures for the construction of investigation. Through literature research, comparative analysis of the status quo, before and after the joint aviation sanitation support in the construction, the construction of hospitals and nursing homes, Department coordination, guidance and management and other aspects of the status and shortage of consultants in. Theoretical study, based on statistical analysis of aviation hygiene support construction under combinedserviceforce system put forward three aspects of 17 specific countermeasures and suggestions Sound: aviation health security regulations and improve aviation health security system including the establishment of special joint logistics department of health department, logistics department to increase military cadres, clear pilot conclusion permissions, clear the pilot examination and identification of health responsibility, maintain the continuity of a total of 5 air defense measures; strengthen the hospital with flight (sanatorium) construction including the implementation of air forceservicedepartment construction system, increase the number of aviators, aviators to strengthen personnel training, strengthening air forceservicedepartment equipment investment, to establish relations with Bangdai units, outstanding aircrew medical characteristics, strengthen the scientific research to solve practical problems, the establishment of aviation medicine training base for a total of 8 measures; strengthen aviation sanitation support construction including the establishment of satellite navigation the increased air medical quantity, increase grassroots support equipment investment, strengthen personnel training a total of 4 security measures. In order to further do well under joint service system The work of aviation health protection provides scientific and reasonable advice.
