【摘要】：本文報告了全軍衛(wèi)生防病工作的形勢分析與總體謀劃。內(nèi)容包括 :(1)機(jī)遇和挑戰(zhàn) :分析了軍事斗爭準(zhǔn)備的高要求、后勤保障改革的新課題、社會疫情的嚴(yán)峻威脅、日益增長的衛(wèi)生需求和困難。 (2 )工作基礎(chǔ) :概述了“九五”期間在改善基層生活衛(wèi)生質(zhì)量、提高環(huán)境衛(wèi)生水平、增強(qiáng)官兵防病意識、疾病控制、衛(wèi)生監(jiān)督、防疫機(jī)構(gòu)建設(shè)、完成防疫保障任務(wù)等方面的成績。 (3)基本經(jīng)驗 :指出了全軍衛(wèi)生防病工作必須堅持全軍參與、綜合治理、配套建設(shè)、科技創(chuàng)新和依法管理。 (4)思路和任務(wù) :著重論述了“十五”期間我軍衛(wèi)生防病工作的指導(dǎo)思想、總體目標(biāo)和主要任務(wù)。 (5 )主要措施 :加強(qiáng)組織領(lǐng)導(dǎo) ,增加實(shí)際投入 ,狠抓隊伍建設(shè) ,依靠科技創(chuàng)新 ,強(qiáng)化科學(xué)管理 ,推進(jìn)法制建設(shè) ,抓好督查落實(shí) ,提高全軍衛(wèi)生防病整體水平 ,為軍事斗爭準(zhǔn)備和軍隊現(xiàn)代化建設(shè)做出新貢獻(xiàn)
[Abstract]:This paper reports on the situation analysis and overall planning of the health and disease prevention work of the whole army. The contents include: opportunities and challenges: analysis of the high requirements for the preparation of military struggle, the new task of logistics support reform, and the severe threat of the social epidemic situation. The growing demands and difficulties of health. 2) the basis of the work: the construction of organizations for improving the quality of life and hygiene at the grass-roots level, raising the level of environmental hygiene, strengthening the awareness of disease prevention, disease control, health supervision, and epidemic prevention among officers and soldiers during the Ninth Five-Year Plan period are outlined. Basic experience: it is pointed out that all military health and disease prevention work must adhere to the participation of the whole army, comprehensive management, and supporting construction. Scientific and technological innovation and management according to law. 4) ideas and tasks: the guiding ideology, general objectives and main tasks of our army's health and disease prevention work during the 10th Five-Year Plan period are discussed emphatically. 5) the main measures are: strengthening organization and leadership, increasing actual input, Pay close attention to the construction of troops, rely on scientific and technological innovation, strengthen scientific management, promote the construction of legal system, do a good job of supervision and implementation, improve the overall level of health and disease prevention in the whole army, and make new contributions to the preparations for military struggle and the modernization of the army.
